The Board approved a $1,500.00 donation to the Royal Valley High School from Walmart to go towards student rewards and incentives to improve behavior and attendance. |

4.1. Honoring Outgoing Board Members: Pat Zerbe-Tuck and Cindy Broxterman
Discussion:
The Board and Mr. Davis thanked Pat Zerbe-Tuck and Cindy Broxterman for their years of service to the district. Ms. Zerbe-Tuck (20 years) and Ms. Broxterman (16 years) held leadership roles as President and Vice-President, as well as serving on the committees of Governmental Relations, and Negotiations over the years. Their leadership and guidance have been greatly appreciated. |

Discussion:
Board members discussed the upcoming completion of the new construction at the high school. |

4.3. Process for Electing Board Officers
Discussion:
Mr. Davis asked Board members to review the process for electing Board Officers. This will take place during the January 8, 2024, Board meeting. |

4.4. Discuss Use of an Energy Savings to Pay for an HVAC Controls Upgrade
Discussion:
The Board discussed the possibility of an energy audit and the use of energy savings to pay for the installation of HVAC controls/upgrades and expressed an interest for Mr. Davis to gather additional information. |

Discussion:
At 7:15 PM, the Board held the hearing on amending the 2023-24 budget. The changes would not have any impact on local tax levies, but will allow an increase in budget authority. There were no public comments. |

Discussion:
During the November 13, 2023, Board meeting, a public hearing was held to review the anticipated changes to policy JBC and the new policy JBCC. These policies are required to be in place by January 1, 2024, by state statute. |

Discussion:
Each year, the Board must update its policies related to how the district will communicate with the parents of American Indian children regarding several different pieces of information as a part of our Impact Aid program. In addition, the district is required to participate in Tribal consultation on how the district plans to use its federal funds in Title I, Title II, Title IV, Title VI(A), Title IV(B), and Impact Aid. |
