I. Call Meeting to Order and Statement by School Board President
Description:
Only qualified electors (residents of the District for at least twenty-eight (28) consecutive days prior to this date, a U.S. citizen, and at least 18 years of age on the date of this annual meeting) can make, discuss, and vote on motions pertaining to agenda items. There is a three (3) minute time limit.
Discussion:
The meeting was called to order at 8:25 p.m. by the School Board President, Mary Modder.

II. Election of Chairperson for the Annual Meeting
Description:
Nominations for Chairperson of the Annual Meeting will now be entertained. When recognized by the Chair, please state your name for the record and make your nomination for chairperson.
Discussion:
Carl Bryan nominated Mary Modder for Chairperson. There were no other nominations. The nomination carried.

III. Adoption of Rules of Order and the Agenda
Discussion:
Todd Price moved to approve the Rules of Order as contained in the packet. Joyce Behlke seconded the motion. Motion carried.
Sabrina Landry moved to approve the agenda as contained in the packet. Todd Price seconded the motion. Motion carried. |
IV. Salaries of School Board Members
Description:
School Board members are currently paid $6,500 per year.
Discussion:
Joyce Behlke moved that School Board members continue to be paid $6,500 per year and that a limit of $60 continue to be paid per day to Board members for loss of actual earnings when on school business as set forth in District Policy 8640 - School Board Member Compensation and Expenses. The effective period is from Annual Meeting to Annual Meeting. Anna Picard seconded the motion. Motion carried.

V. Reimbursement of Board Members' Expenses
Discussion:
Anna Picard moved that School Board members be reimbursed for actual and necessary expenses incurred when traveling in the performance of their duties as a member of the School Board. Joyce Behlke seconded the motion. Motion carried.

VI. Approval of 2025-2026 Tax Levy
Description:
Qualified electors in attendance at the Annual Meeting are asked to adopt a tax levy for maintenance and operation of the School District. This levy may be adjusted by the Board of Education prior to or on November 1. The final levy is certified by the School District Clerk to each municipal clerk on or before November 10.
The Board of Education recommends that the tax levy for 2025-26 be approved at no greater than the maximum amount allowed by law which is anticipated to be approximately $79,446,351 for the General Fund, $12,318,766 for the Debt Service Funds and $1,500,000 for the Community Service Fund.
Discussion:
Joyce Behlke moved to approve the 2025-26 tax levy at the maximum amount allowed by law as recommended by the School Board. Anna Picard seconded the motion. Motion carried.

VII. Consideration of Resolution Authorizing Property Acquisition (0.16 Acre Parcel of Property Adjacent to Indian Trail Estates - East of 68th Avenue, South of 52nd Street)

VII.A. Shall the following resolution be approved?
BE IT RESOLVED by the electors of the Kenosha Unified School District No. 1 that the School Board be authorized, pursuant to Section 120.10(5m) of the Wisconsin Statutes, to acquire by purchase or condemnation property located within the Parcel No. below and more particularly described on the map and conveyance paperwork which are attached, and that such property be designed as a part of the Indian Trail High school site, pursuant to Section 120.10(5) of the Wisconsin Statutes. The property is described below: Parcel #08-222-34-340-100 Adjacent to Indian Trail - Indian Trail Estates Outlot 1 of Indian Trail Estate, 0.16 acre parcel, east of 68th Avenue, south of 52nd Street.
Discussion:
Carl Bryan moved to approve Resolution VII(A) as contained in the agenda. Todd Price seconded the motion. Motion carried.

VIII. Action to Authorize the School Board to Establish the Date for the 2026 Annual Meeting
Description:
Wisconsin State Statute Section 120.08(1) allows for the School Board to establish the date of the annual meeting. To avoid a potential date conflict, and the need of calling the electors back together for an additional meeting to change the date if said date conflict occurs, it is being recommended that the school board be allowed to establish a date in the month of September.
Discussion:
Mr. Flood moved that the School Board hold their next Annual Meeting on Tuesday, September 15, 2026. Marya Schatzman seconded the motion. Motion carried.

IX. Adjournment of Meeting
Discussion:
Sabrina Landry moved to adjourn the meeting at 8:40 p.m. Robert Tierney seconded the motion. Motion carried.
