2.A. Funding for Cluster Classes
Description:
If all students attending cluster classes, currently Hubbard PPCD and Penelope Life Skills, were coded a 9X instead of a 4X, more funds would be generated and the accountability of the student would remain on the home campus. All funds generated would still go to the receiving school district.
Recommendation: After review and discussion, the management board is advised to code all cluster class students a 9X and for the receiving school district to continue receiving those funds. |
2.B. Funding of Potential Behavior Classroom
Description:
There is a need for a behavior class to serve students with server/aggressive behaviors. The cost of this class cannot be supported by district contribution alone and needs the support of the HCSSA. See Hill County SSA agreement Section 1.1:
The purpose of this Agreement is to create a cooperative arrangement whereby the member districts may provide for the efficient delivery of legally required special education and related services to eligible students with disabilities. Recommendation: After review and discussion, the management board is advised to vote on a funding formula that will meet the needs of all students and financially support all districts in HCSSA. |
2.C. Voting
Description:
A recommendation has been made to reconsider how the management board votes. Currently, each member gets one vote, with all votes carrying the same weight. An alternative consideration could be having weighted votes. Each board member's vote would count based on the monetary contribution they make to the SSA. It would be reflective of the percentage they pay in.
Recommendation: After review and discussion, the management board is advised to determine the best way to vote. |
2.D. Cluster Classes for 2016-17 School Year
Description:
Currently the cluster class sites for the 2016-17 school year are:
•PPCD- Hubbard ISD •Secondary Life Skills -Penelope ISD There continues to be a need for a second PPCD classroom and Behavior classroom. Recommendation: After review and discussion, the management board is advised to approve both a second PPCD classroom and a behavior classroom to meet the needs of students in HCSSA. |
