I. Call to Order
Discussion:
Board meeting called to order at: 6:02 p.m.

I.1. Announcement by the Presiding Officer of Board whether a quorum is present and that the meeting had been duly called, and that notice of the meeting had been posted in the and manner required by law.

II. Invocation

III. Citizen Comments
Discussion:
Elisa Medina addressed the board regarding her cousin and what had happened to her at school. Ms. Elisa stated that her cousin resisted actions that another student was pressuring her to do. She stated that she is their to be a voice for all children.
James Baxa addressed the board regarding the statements the board made in the opening discussion. He stated that everyone that knew about the incident should be fired and charged with a crime. Lionel Garcia addressed the board as to why an emergency meeting was not called. He also stated how much input did the school board have about deciding not to call an emergency board meeting. Raquel Medina addressed the board and stated that she followed the chain of command and got no where. She asked questions to the principal and the principal told her "no answers". Ms. Medina said they continued to ask the principal questions but did not receive an answer afterwards she met with the superintendent,assistant superintendent, and the principal at South Elementary. Ms. Medina's time was up, she kept speaking and was escorted out by two Plainview ISD officers. Esther Sepeda addressed the board regarding her granddaughter she stated that she was not informed until nine days later. She stated how could not see how it was mutual consent between two children. Ms. Sepeda stated the information put out by the district was wrong. Sabrie Villegas Addressed the board regarding, her concerns regarding district leadership and communication. She stated the community is being highlighted for an event that should have never transpired. Ms. Villegas stated that she is disappointed how administration conituned to show a lack of communication. She claims that the board is supposed to represent the community but many feel they are not being heard. Ms. Villegas stated that she can provide criticism while still supporting Plainview ISD schools. Erin Evanson addressed the board. She was dissapointed in the way a press release read "consent". She asked the board to address things how they are. Sari Castillo addressed the board. She stated that her daughter told her that school was canceled for the safety of Plainview ISD students. Ms. Castillo stated that this was a facade for how poorly the situation was handled. She stated that the board has put fear in the students' lives. Nadine Rodriguez addressed the board. She stated there has been a lack of transparency from the district. She stated not reporting sexual violence is a violation of federal law. She stated how it was possible for a student to place a password on a school device. She stated it was time to protect children. Heather Gonzalez addressed the board. She stated no accountability has been taken by the board. Ms. Gonzalez stated that there are several kids that have reported similar situations. Ms. Gonzalez continued to speak after her time was over and was escorted away from the podium by Plainview ISD officers. Landon Hughey addressed the board. Mr. Hughey stated he has a daughter attending South Elementary. He stated the incident has grown out of proportion is embarrassing and dangerous. He stated it was heinous to make statements on social media while a investigation is ongoing. He stated that all parents care about the safety and wellbeing of kids at school. |

VI. OPEN SESSION

Board came out of closed session at 6:32 p.m.
Amber Bass, Board Vice President, read the following statement: "At a lawfully called meeting on May 18, 2023, the Plainview Independent School District Board of Trustees does hereby make the following statement regarding the health and safety of all Plainview ISD students: A very disheartening, unprecedented situation occurred at Plainview South Elementary School. It has been confirmed that school and district administrators abided by the instructions given to them by Child Protective Services and law enforcement and followed all legal requirements well within the timeframe as required by the State of Texas and the United States Government. It was also confirmed that the teacher was abiding by the same structure teachers across the district and state use to test students, as required by the Texas Education Agency, for end-of-year reading proficiency when the unsettling situation occurred. The Plainview ISD Board of Trustees, along with the Superintendent, have been deeply saddened by this situation and are very concerned for the children, first and foremost, the families, PISD faculty, and the community. The Board and Superintendent understand one of the intensely felt concerns in this situation is communication. With such a serious circumstance, Plainview ISD administrators were responsible for keeping the situation confidential as directed by investigators and required by law to protect the children and families involved until outcomes could be revealed. The Board and Superintendent appreciate our teachers who are dedicated to their students. We appreciate families and community members who recognize a need and are resolute in advocating for safety in every classroom for every student. The Board and Superintendent also recognize a need to change with the evolving challenges our students, faculty, administrators, and community face. We are dedicated to the safety and well-being of every student. Moving forward, Plainview ISD, in collaboration with parents, community leaders, administrators, and Board members will review and modify school policies to make necessary changes. The Plainview ISD Board of Trustees and Superintendent send their deepest regrets to the parents and guardians of all students involved in this incident. We remain steadfast to offer counseling and support to help families move forward." Board meeting adjourned at 6:56 p.m. |
