3. VISITOR COMMENTS
Description:
The school board meeting is a meeting in the public, not a public meeting. Nicollet School Board Policy provides that persons who wish to have a subject discussed at a public school board meeting are encouraged to notify the superintendent’s office in advance of the school board meeting. The school board chair will recognize one speaker at a time and will rule out of order other speakers who are not recognized, violations of data privacy, or inappropriate comments.

5. REPORTS AND PRESENTATION

5.a. Superintendent's Report
Description:
OSHA is developing a COVID-19 vaccination Emergency Temporary Standard (ETS) because it believes that controlling the spread of the virus in the workplaces comes under another OSHA rule, which states that employers must provide safe workplaces for their employees. The federal ETS will likely be adopted by MN OSHA resulting in a COVID-19 vaccine requirement for employees of Minnesota’s public schools. Preliminary information indicates that Nicollet Public Schools will be exempt from this requirement as we have fewer than 100 employees.
The COVID-19 cases as of November 4 are shown below: Congratulations to Cathy Blowers for being recently elected to the board. Her term is from November 3, 2021 through December 31, 2022. She is in the process of registering for the MSBA Phase I and II sessions.School board members are registered for the MSBA conference January 13th and 14th. The Nicollet Education Association (teachers union) and the school district (Nick, Phil, Dr. Malone) have met four times over the past five months. The terms and conditions of the 2021-23 teachers’ contract are under negotiation. The NEA petitioned the BMS (Bureau of Mediation Services) for mediation. A mediation session, with the parties and a BMS mediator, is scheduled for November 18th. |

Description:
MS 123B.02, Subd. 6 permits the school board to accept donations or gifts for the benefit of the district. The Superintendent recommends approving the donations received.

7. RESOLUTION CANVASSING RETURNS
OF VOTES OF SCHOOL DISTRICT SPECIAL ELECTION HELD ON NOVEMBER 2, 2021
Description:
The superintendent recommends approving the attached resolution to canvassing the election.

8. APPOINT COMMITTEES
Description:
The chairperson should make committee appointments to accommodate the change on the board from Phil to Cathy. Nick and the superintendent can finish the contract negotiations with the teachers. Committees will be appointed again for next year at the January 12th meeting.
The next Nicollet County Collaborative Joint Powers Board meeting is November 19th at 1:00 p.m. Ashley Black expressed interest in being appointed to this board. |
