V. CALL TO PUBLIC
|
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

VIII.A. Lexia Core5 Reading 60-Day Curriculum Review - Dr. Tomlin
Description:
Indian Wells Elementary is requesting the final adoption of Lexia Core5 Reading by Lexia Learning Systems as part of the Indian Wells reading program focusing on the core reading components of phonological awareness, phonics, fluency, vocabulary, and comprehension. Lexia Core5 will be funded through the Early Literacy Grant provided through the Arizona Department of Education. The 60-day materials were posted on the district website under 60-day curriculum reviews.
Recommendation: Discussion and consideration to approve Lexia Core5 Reading by Lexia Learning Systems for final adoption as presented. |

VIII.B. The 7 Habits Of Highly Effective Teens 60-Day Review - Mr. Hargrave
Description:
Holbrook High School is requesting the final adoption of the leadership book The 7 Habits of Highly Effective Teens by Sean Covey. The book will be used in Holbrook High School leadership coursework. The 60-day review materials are included in the back-up and were posted on the HUSD #3 website under the 60-day review materials.

IX.A. Public Hearing For FY 27 Budget- Mrs. Maestas
Description:
On June 9, 2026, the HUSD #3 Governing Board approved the FY 27 proposed budget. A summary of the proposed budget was posted on the ADE website for the required 10 days. As required by law, by July 15, 2026, a formal public hearing must be held to take comments on the budget.
Recommendation: Motion to take comments from the public pertaining to the FY 27 budget as required by state law. |

IX.B. Budget Adoption For FY27 - Mrs. Maestas
Description:
The Holbrook Unified School District has developed the FY27 Holbrook Unified School District budget. We are now requesting approval of the FY27 Holbrook Unified School District budget as presented.

IX.C. Holbrook School District Park Gym Funding Resolution- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the Park Gym Funding Resolution as presented. The resolution outlines the funding sources for the gym to be located at Park Elementary School as part of the elementary school transition. The resolution outlines funding from the school facility board, unrestricted capital, and adjacent ways.
Recommendation: Discussion and consideration to approve the Holbrook School District Park Gym Funding Resolution to be submitted as part of the School Facility Board Park Gym project as presented. |

IX.D. Sole Source Vendors- Mrs. Maestas
Description:
The Holbrook Unified School District would like to designate specific vendors as the sole source for their products and services for FY 27. Sole source vendors are designated on the basis that they are the sole provider of the required materials or services for our school district. A list of sole source providers is included in the back-up materials.
Recommendation: Discussion and consideration to approve the sole source providers as listed in the back-up materials. |

IX.E. Designation of Second Signature Authority for Business Operations For SY26-27- Mrs. Maestas
Description:
The Holbrook Unified School District is requesting Governing Board approval of second signature authority designations for business operations in the absence of the Business Manager. This designation allows authorized personnel to conduct official fiscal transactions to ensure continuity of operations. For fiscal year 2026-2027, the District recommends the following individuals be designated as authorized signatories in the absence of the Business Manager: Anne Touchstone, Human Resources Director and/or Sally O'Dell, Purchasing/Bookkeeper. |

IX.F. Authorized Check Signers For SY 26-27- Mrs. Maestas
Description:
The Holbrook School District is requesting Governing Board approval of the SY 26-27 authorized check signers as presented.

IX.G. Appointment of Student Accounts Treasurer for FY26-27- Mrs. Maestas
Description:
In accordance with the Uniform System of Financial Records (USFR) guidelines, Arizona school districts are required to appoint a Student Accounts Treasurer on an annual basis. At this time, the District recommends the appointment of Margarita Mike as the Student Accounts Treasurer for fiscal year 2026-2027.
Recommendation: Discussion and consideration to approve the appointment of Margarita Mike as the Student Accounts Treasurer for FY26-27. |

IX.H. Student Practicums- Dr. Koerperich
Description:
Ms. Zoe Daniels, Ms. Deanna Woody, Ms. Jacqueline Bennally, and Ms. Shayla Dashner, elementary education majors, have requested to complete their practicum experiences at Hulet Elementary School, Park Elementary School and Indian Wells Elementary School during the 2026-2027 school year. All three education majors have fingerprint clearance cards on file.
Recommendation: Discussion and consideration to approve Zoe Daniels, Shayla Dashner, Jacqueline Benally and Deanna Woody to complete their practicums at Hulet Elementary School, Indian Wells Elementary School and Park Elementary School during the 2026-2027 school year. |

IX.I. SY 26-27 Employee Handbook, Substitute Handbook & Student Activity Handbook- Dr. Koerperich
Description:
The Holbrook School District outlines basic employee regulations through employee handbooks. The handbooks are a summation of basic policies and procedures that apply to district employees. The student activities handbook outlines the policies and procedures for coaches and club sponsors. The employee handbook outlines policies and procedures for all staff and the substitute handbook outlines guidelines for substitutes that substitute in the district. We are requesting approval of the SY 26-27 Employee Handbook, Substitute Handbook and Student Activities Handbook as presented.

IX.J. Policy GCCA Professional/Support Staff Sick Leave First Reading- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a first reading of Policy GCCA Professional/Support Staff Sick Leave as presented. The updates include revisions to the policy to align to current practices. The policy is included in back-up materials.

IX.K. Policy IKF Graduation Requirements First Reading- Dr.Koerperich
Description:
The Arizona School Board Association has recommended a policy update to Policy IKF Graduation Requirements. The policy update outlines new language for accepting nationally recognized assessments by transfer students. The policy revision is included in the back-up materials.

IX.L. FY 27 Substitute Salary Placement Schedule- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a revised FY 27 Substitute Salary Placement Schedule which includes revising long-term sub to begin after 10 consecutive days of subbing in the same classroom, long-term certified teacher substitute rates, full teacher certification substitute rates and long-term resident substitute rates for FY 27. The schedule changes are included in the back-up materials.

IX.M. Positive Behavior Intervention Support & Athletics Handbook Guidelines- Dr. Koerperich
Description:
Holbrook High School, Holbrook Junior High School, & Indian Wells Elementary are requesting Governing Board approval of their Athletic Handbooks and PBIS Handbook that outlines policies, procedures and guidelines for athletic eligibility, coaching guidelines, and volunteer guidelines. The handbooks are included in the back-up materials.
Recommendation: Discussion and consideration to approve the PBIS and Athletic handbooks as presented. |

IX.N. PALS Daycare Handbook Approval- Dr. Koerperich
Description:
The PALS Daycare handbook is ready for approval. The handbook includes a .25 cent per hour increase for daycare costs for SY 26-27. Daycare prices have not increased in numerous years. The new rates will be set at $1.75 per hour for the first child and $1.50 for all other siblings. The PALS Daycare handbook is ready for Governing Board approval.
Recommendation: Discussion and consideration to approve the PALS Daycare Handbook as presented with new rates for SY 26-27. |

IX.O. Teacher Contract Pay For Classrooms Impacted By Water Leaks- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to pay teachers that have classrooms impacted by water leaks to be provided up to two additional contract days to set up classrooms prior to the beginning of the school year. There are approximately seven teachers that have classrooms impacted that will need to have classrooms moved and reorganized. It is recommended that eachers will be paid their daily rate for setting up classrooms.
Recommendation: Discussion and consideration to approve up to two additional contract days for teachers that have had classrooms impacted by the water leaks at Park Elementary and Holbrook High School as presented. |

IX.P. K-12 Special Needs Aides - Dr. Koerperich
Description:
The Holbrook School District is required to provide services for special needs students ages three through five (preschool) and grades K-12.
Some children have severe disabilities and require one-on-one assistance. It is difficult to maintain proper staffing in these circumstances because students enter our program at various times throughout the year. The District would like to request approval to hire additional paraprofessionals and/or health aides throughout the school year, as needed, to provide one-on-one assistance if the child’s Individual Education Plan (IEP) specifies such services are necessary and our current staffing does not allow for these services to be offered. Recommendation: Discussion and consideration to approve the request to hire paraprofessionals and/or health aides throughout the school year, as needed, when these positions are required by a student’s IEP. |

IX.Q. Step Up To Writing 60-Day Curriculum Review- Dr. Koerperich
Description:
The Holbrook School District is requesting a 60-day review of Step Up to Writing. Step Up to Writing is a supplemental writing program for elementary writing instruction. The 60-day review materials are included in the back-up materials and will be posted on the district website under 60-day review materials.
