V. CALL TO PUBLIC
|
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 a.m. on Tuesday, May 12, 2026: email public comments to boerequests@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. VIII.A. High Noon Decodable Book Series Final Adoption - Mrs. Tow
Description:
Hulet Elementary School is requesting the final adoption of the High Noon Decodable Book Series as presented. The decodable books will be used to increase reading proficiency in 2nd and 3rd grades. The 60-day review materials and book list are included in the back-up materials and were placed on the district website under 60-day materials.
Recommendation: Discussion and consideration to approve the High Noon Decodable Book Series for final adoption as presented. |

IX.A. Final FY 26 Budget Revision Public Hearing- Mrs. Maestas
Description:
Pursuant to A.R.S. §15-905, school districts must adopt a final budget revision prior to May 15 each fiscal year. A formal public hearing is being held to take public comment on the FY26 May Final Revised Expenditure Budget prior to board action.
Recommendation: Presentation of final budget revisions and discussion and consideration to take public comments on budget revisions for FY 26 final adoption at this time. |

IX.B. Holbrook School District Budget Final Revision- Mrs. Maestas
Description:
The Holbrook School District is requesting a budget revision to the Holbrook Unified School District FY 26 budget as presented. The budget revision includes revisions to Average Daily Membership (ADM) counts, maintenance and operations carryforward, District Additional Assistance (DAA), one-time free and reduced lunch funding, and state aid supplements. The budget revisions are included in the back-up materials.

IX.C. Classified Placement Schedule For FY 27- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the FY 27 Classified Placement Pay Schedule as presented effective July 1, 2026. The Classified Salary Placement Schedule is used for all new hires as of July 1, 2026. The salary placement schedule is included in the back-up materials.

Description:
Ms. Celena Ambrose, student at Northland Pioneer College, has request to student teach in the fall semester at Indian Wells Elementary School. Ms. Ambrose has her fingerprint clearance credentials.

IX.K. CWDL Audit Engagement Letter Approval- Mrs. Maestas
Description:
The Holbrook School District has approved CWDL Auditing Services to conduct the fiscal audit for the Holbrook School District in FY 26. The audit requires a board-approved engagement letter as presented.
Recommendation: Discussion and consideration to approve the engagement letter with CWDL as presented for the FY 26 fiscal audit. |

IX.L. Flexible Creativity Sole Source Provider- Dr. Koeperich
Description:
The Holbrook School District is requesting to designate Flexible Creativity as a sole source provider for professional development services for Project Momentum. Flexible Creativity is able to provide specific professional development to address the five gears aligned to Project Momentum through effective instructional practices. The District has solicited request for bids for these services without response.
Recommendation: Discussion and consideration to approve Flexible Creativity as a sole source provider for professional development for Project Momentum as presented. |

IX.M. Award Recommendation For RFP 26-17-31 Outsourced Counseling Services – On-site - Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to award RFP-26-17-31 Outsource Counseling Services to Arizona Psychological Services as the primary service provider and Guided Path Services for secondary services as presented in the back-up materials. The Holbrook School District has concluded a five-year Request For Proposal (RFP) for counseling and social worker services.
Recommendation: Discussion and consideration to approve Arizona Psychological Services as the primary counseling and social worker service provider with Guided Path Services as the secondary provider if needed and available as per RFP 26-17-31. |

IX.N. KinderCamp 2026 Memorandum Of Understanding- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a Memorandum of Understanding (MOU) between the United Way of Northern Arizona and HUSD #3 to provide KinderCamp for in-coming preschool to Kindergarten students at Park and Indian Wells Elementary Schools during the summer of 2026. The MOU and budget is included in the back-up materials.
Recommendation: Discussion and consideration to approve an MOU for KinderCamp with the United Way of Northern Arizona as presented. |

IX.O. Beyond Textbooks Intergovernmental Agreement- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the 2026-2027 Intergovernmental Agreement between Vail Unified School District and the Holbrook Unified School District for the use of the Beyond Textbooks Program. Beyond Textbooks provides a standards-based scope and sequence for teachers in grades K-12 to assist teachers in teaching the Arizona State Standards.
Recommendation: Discussion and consideration to approve the Beyond Textbooks Intergovernmental Agreement between the Holbrook Unified School District and Vail Unified School District as presented. |

IX.P. Risk Trust And Alliance Insurance Approval SY 26-27- Dr. Koerperich
Description:
The Holbrook School District utilizes the Arizona Risk Trust for liability, car and professional liability; as well as, Alliance for worker's compensation liability. The Holbrook School District is requesting renewal of SY 26-27 insurance through the Arizona Risk Trust and Alliance coverage.
Recommendation: Discussion and consideration to approve the Arizona Risk Trust and Alliance insurance coverage for SY 26-27 as presented. |

IX.Q. HUSD #3 Summer Activity Approval- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of summer activities as presented in the back-up materials. Summer activities will be grant-funded or sponsored by clubs. Cost for travel will increase to .30 cents per mile. District liability insurance will cover these events during the summer months.
Recommendation: Discussion and consideration to approve the HUSD #3 summer activity plan as presented. |

IX.R. ACE Development Group Memorandum of Understanding - Dr. Koerperich
Description:
The ACE Development Group is requesting to enter into a Memorandum of Understanding (MOU) with the Holbrook School District to provide funding for a partnership between AES, a subsidiary of the ACE Corporation, and the Holbrook School District. The MOU outlines funding for Energizing Roadrunner initiatives, STEM supplies and community event funding. The MOU is included in the back-up materials.
