V. CALL TO PUBLIC
|
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 a.m. on Tuesday, March 3, 2026: email public comments to boerequests@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. IX.A. Independent Auditor’s Report FY25 & Uniform System of Financial Records Compliance Questionnaire FY25- Dr. Koerperich
Description:
CWDL Accountants have prepared the Audited Financial Statement for FY25 for the Holbrook Unified School District. The audit was conducted for the purpose of forming an opinion on the financial statement of activities and funds that collectively comprise the District’s basic financial operations. Areas of compliance range from budgeting to purchasing to governing board management. The list of non-compliant items was limited to ten items that are being addressed by our staff. The district is in the process of making the recommended changes to bring the district into full compliance.
Recommendation: Discussion and consideration to accept the Independent Auditor’s Report and the Uniform System of Financial Records Compliance Questionnaire findings for the fiscal year ending June 30, 2025, as presented. |

Description:
The Holbrook administration is recommending approval of the FY26 salary placement schedules for the 2026-2027 school year. Salary placement schedules include a first-year regular certified faculty placement schedule; first-year certified salary schedule for math, special education and Indian Wells Elementary; substitute placement schedule; special assignment stipend schedule including math, science, special education & Indian Wells Elementary positions; administrator placement schedule; special assignment stipend schedule, certified staff extra duty daily, hourly and periodic pay stipends, & administrator addendum schedule. The salary schedules are included in the back-up materials.
Recommendation: Discussion and consideration to approve the FY27 salary placement schedules as presented. |

IX.C. SY 26-27 Certified Teacher, Administrator and Salaried Employee Raises- Dr. Koerperich
Description:
The Holbrook administration is recommending a 3.5% increase to employees' current base salary for all certified teachers, administrators, and salaried employees; as well as, a $2,500 retention stipend for certified teachers, administrators and salaried employee staff from SY 25-26 that are on contract during for the 2026-2027 contract year.

Description:
The following certified administrators, support staff supervisors and salaried positions are being recommended for continuing contracts for the 26-27 school year: Dr. Jeff Meeks, Mrs. Nichole Tow, Ms. Connie Gover, Dr. Andrea Tomlin, Mr. Clete Hargrave, Mr. Galen Knight, Mrs. Anne Lang, Mrs. Lauren Maestas, Ms. Bernice Gover, Mr. Jacob Baker, Mr. Jesus Luna-Almendariz, Mr. Shawn Tow, Mr. Ryan Fraley and Mr. Ray McLaws.

IX.E. Certified Faculty SY 26-27 Contracts - Dr. Koerperich
Description:
The Holbrook School District Administration would like to recommend the Governing Board issue teacher contracts for the 2026-27 school year. All teaching, nursing and counseling staff members recommended for contracts at this time are included in the back-up materials.

IX.F. Extra Duty Certified Stipends Step Increase / 15% Increase- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to include a step increase for those qualifying on the Extra Duty Certified Faculty Placement Schedule for Fine Arts, CTE, Academics and Other Duties; as well as, Arizona Interscholastic Association (AIA) related activities or a 15% increase to employees that are past Step 5 on the Extra Duty Certified Faculty Placement Schedule.

IX.G. Special Services Consortium Agreement- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a Special Services Consortium Agreement for the 2026-2027 school year. The agreement is included in the back-up materials.

IX.H. E-Rate Category 2 Network Equipment Award- Mrs. Maestas
Description:
The Holbrook School District has completed an E-Rate needs assessment and Category 2 project plan. At this time, we request the Governing Board award the selection of Advanced Network Management (ANM) using the 1GPA cooperative purchasing contract (1GPA-25-09PV-01) to supply and install network equipment for the district's E-Rate Category 2 project; as well as, authorize the submission of E-Rate funding requests to the Universal Service Administrative Company (USAC) for eligible services, including the authorization of district funds to cover the non-discounted share and fully ineligible costs, contingent upon E-Rate funding approval.
Recommendation: Discussion and consideration to approve the Category 2 E-Rate plan as presented, including awarding the installation of network equipment to Advanced Network Management under the 1GPA contract. |

IX.I. High Noon Decodable Book Series 60-Day Review- Mrs. Tow
Description:
Hulet Elementary School is requesting a 60-day review of the High Noon Decodable Book Series as presented. The decodable books will be used to increase reading proficiency in 2nd and 3rd grades. The 60-day review materials and book list are included in the back-up materials and will be posted on the district website under 60-day materials.

IX.J. Practicum Hours- Mrs. Tow
Description:
Hulet and Park Elementary are seeking Governing Board approval for Shayla Daschner to conduct practicum hours at each school during the spring semester. Ms. Daschner has a valid fingerprint clearance card.

Description:
Holbrook Junior High School and Holbrook High School are requesting out-of-state travel for the Summer 2026 AVID Summer Institute. HJHS and HHS staff members will participate in the AVID Summer Institute in Anaheim, CA from July 15-17, 2026. The travel and training agenda are included in the back-up materials.
