V. CALL TO PUBLIC
|
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 a.m. on Tuesday, February 10, 2026: email public comments to boerequests@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. IX.A. Indian Community Participation- Dr. Koerperich
Description:
Policy IHBJ outlines our District's responsibility to give tribal officials and parents of Indian students the opportunity to comment on the participation of Indian students on an equal basis in the school program. In addition, Policy KJG requires our District give an annual status report based on public school performance measurements to each Indian Nation with tribal lands located within district boundaries and governed by the Arizona Department of Education. We are requesting to act upon these actions at this time.
Recommendation: Take public comments from the Indian community according to Policy IHBJ. In addition, provide Governing Board recommendations to the district administration team based on public comments. |

IX.B. 2026 Power Of 5 Academic Program- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the 2026 Spring Power of 5 Academic Program for test preparation, graduation support and academic growth at HUSD #3. The Power of 5 Academic Program will focus on student success in the spring semester on state assessments, graduation rates and other student achievement indicators to Help our Unique Students Develop. The performance pay for completing the Power of 5 Academic Program will be funded through results-based funding.
Recommendation: Discussion and consideration to approve the Power of 5 Academic Program as presented. |

IX.C. Annual Review of Policy KF, KF-RA, KF-EA, KF-RB, KF-EB, KF-EC Community Use of School Facilities- First Read- Dr. Koerperich
Description:
Holbrook Unified School District Policy KF pertains to community use of school facilities. Annually, the Governing Board is to approve the fee schedule and usage policy for school facility use. After reviewing the policy, it is recommended to include an updated fee scheduled as stated in the revised policies KF, KF-RA, KF-EA, KF-RB, KF-EB, and KF-EC.
Recommendation: Discussion and consideration to approve Policy KF, KF-RA, KF-EA, KF-RB, KF-EB, and KF-EC for first reading as presented. |

IX.D. Annual Review of Employee Post Retirement Options (PREO)– Dr. Koerperich
Description:
According to the District’s policies, GDQC, GDQC-EA, GCQE, GCQE-EA and GCQE-EB, the Governing Board must annually review the district’s retirement polices and make any modifications, discontinue the program or approve the program as presented. These policies as well as the administrative procedure for Post Retirement Employment Option (PREO) outline post-retirement benefits for certified and support staff members. It is recommended that the Board continue to offer these programs as presented. The administration is recommending changes to the Post-Retirement Employment Option as included in the back-up materials. The Holbrook School District is requesting to approve the Post Retirement Employment Option (PREO) as presented.

IX.E. Paraprofessional Trainee Job Description- Dr. Meeks
Description:
The Holbrook School District is requesting Governing Board approval of a Paraprofessional Trainee Job Description which will allow paraprofessionals to assist classroom teachers with supervision of students while working on becoming highly qualified within ninety days to become a special education aide by passing the parapro assessment. The position will be placed on the minimum wage salary placement schedule until the aide has passed the parapro assessment to become highly qualified. The job description is included in the back-up materials.
Recommendation: Discussion and consideration to approve the Paraprofessional Trainee job description as presented. |

IX.F. Holbrook High School AISES Club Out Of State Travel- Mr. Hargrave
Description:
The Holbrook High School American Indian Science and Engineering Society (AISES) club is requesting out of state travel approval to attend the Purgatory Resort McDonalds Cardboard Derby completion on Saturday, March 7th in Durango, Colorado. The agenda and travel details are included in the back-up materials.
Recommendation: Discussion and consideration to approve the HHS AISES Club for out of state travel as presented. |

IX.G. 50 By Fall Project Intergovernmental Agreement- Mr. Hargrave
Description:
The Holbrook School District is requesting to enter into an Intergovernmental Agreement (IGA) with the Arizona Board of Regents for the 50 By Fall Project to increase FASFA completion rates. The IGA is included in the back-up materials.

IX.H. ASBA Policy Advisory First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended Policy Advisory 917-958 for first reading. Some of the policies have already undergone a first reading and adoption (struck in red) while others are ready for first reading. The policy advisory pertains to support staff procedures, building management, weather related closing and other operational policies for the District. Some policies are being revised and deleted from the ASBA policy manual which are reflected in the policy advisory included in the back-up materials.
