IV.
Public Input: The policy of the education district board is to encourage discussion by persons of subjects related to the management of the district at board meetings. The board shall, as a matter of policy, protect the legal rights to privacy and due process of employees and students. Persons who wish to have a subject discussed at a public board meeting must notify the executive director’s office in advance of the board meeting. The person should provide his or her name, address, the name of group represented (if any), and the subject to be covered or the issue to be addressed. The board retains the discretion to limit discussion of any agenda item to a reasonable period of time as determined by the board.

Description:
SELS was held in Washington DC July 19-22, 2026. Nicole Bolduan, Assistant Director in Red Wing and MASE President and Cherie were joined by Erin Toninato, MASE Executive Director, Melissa Schaller, CASE Liaison and Rob Dehnart, MASE President-Elect. Team MN met with each of the federal offices. Conversations focused on three main topics: appropriations, keeping public funds in education and preserving the U.S. DOE. Materials are attached.

Description:
Correct the wording of the motion for VI.C 5RO Programming. Initial wording: Motion made to wait until Dec 2026 for the plan in regards to 5RO programming.
New wording: Motion to create a unified 5RO program with participation from all member districts resolving current issues and bringing everyone together in the 2027-2028 school year. A final plan for this will be presented to the GCED Board at their December 2027 meeting.

VII.B. Restrictive Procedures Manual 2026-2027

Description:
Annually MN School Districts that intend to use restrictive procedures shall maintain and make publicly accessible in an electronic format on a school or district website or make a paper copy available upon request describing a restrictive procedures plan for children with disabilities. The Goodhue County Education District Restrictive Procedures Manual with updates from the last legislative session is attached for Board consideration. Training records are updated following each training.

VII.D. Assurance of Compliance Compendium

Description:
As part of Assurance of Compliance (AOC) requirements, all districts must verify that there are copies of certain state and federal laws in every building in the district and a description of how the requirements of each are followed. The AOC has been updated for 2026-27. Among the documents are two documents requiring board signatures which will be presented.

Under Minnesota law, three Policies (506, 722, and 806) must be reviewed annually by the school board. Substantive and Technical Policy Changes can be approved in one meeting.
