6.A. Approve 2020-2021 Budget Amendments as Presented
Presenter:  Morgan Preston
Description:  Budget Amendments were presented and discussed at the budget workshop meeting on July 29, 2021.  Those amendments have been reviewed and adjusted based on year end expenditure planning over the past few weeks.  Final amendment amounts and explanations are being presented for approval.  
6.B. Consider and tax action to approve the 2021-2022 Snyder ISD Annual Budget
Presenter:  Morgan Preston
Description:  Each year the Board is charged with the responsibility of adopting budgets for: 1) General Operating, 2) Debt Service, and 3) Food Service.  Since the budget workshop meeting, final changes have been made to the 2021-2022 budget. The proposed budget along with summarizing documents are attached.

The bottom line of excess expenditures over revenue has decreased by approximately $117,000.  There are three primary changes to account this number.  In finalizing the budget, revenue generated from existing 313 agreements was included.  Secondly, all payroll expenditures were finalized.  At the time of the budget workshop, not all positions had been filled, federally funded positions had not been allocated, and benefit expenditures paid on Snyder ISD employee's behalf had not been finalized. A conservative estimate was presented for review.  

6.C. Consider and take action to approve 2021-2022 to approve the Ordinance to set the Maintenance and Operations (M&O) Tax Rate at $.9634 and the Interest and Sinking (I&S) Tax Rate at $.063.

Description:  According to Texas Tax Code Section 26.05, "The governing body of each taxing unit shall adopt a tax rate for the current tax year and shall notify the assessor for the taxing unit of the rate adopted.  The governing body must adopt a tax rate before the later of September 30 or the 60th day after the date the certified appraisal roll is received by the taxing unit."

Attached is the "No New Tax Revenue" calculation that indicates SISD will not be adopting a tax rate that, if applied to the current tax value, will generate an excess of revenue from the prior year. 

The current I&S tax rate is set at $.063.  It was also discussed in the Budget Planning Workshop that while this rate would not generate enough tax revenue to pay for the 2021-2022 bond payments, Snyder ISD does carry approximately $2 million in I&S Fund Balance.  Those funds may only be spent on debt service payments.  It is being recommended that the District use a portion of those funds to pay for the shortfall of I&S collections so as not to put an additional burden on the local taxpayers. 
6.D. Approve the agreement for the purchase of attendance credits for the 2021-2022 school year.
Description:  Each year the board is required to approve the method to be used for recapture of excess wealth from local tax collections. Option 3, the purchase of attendance credits, is the method we have always opted for, and we are recommending again for this school year.  A copy of the contract is attached.
