8. RESOLUTION: OAKLAND COUNTY REGIONAL ENHANCEMENT MILLAGE
Pursuant to Section 705 of the Revised School Code, MCL 380.705, the Walled Lake Schools Board of Education hereby requests that the Oakland Intermediate School Board submit the question of a regional enhancement property tax to be levied at the rate of 1.4mills ($1.40 on each $1,000) on taxable valuation for a period of ten years to the voters of the Oakland Intermediate School District in the November 3, 2020 election.

10. PUBLIC HEARING ON 2020-2021 BUDGET
A Public Hearing is required prior to the adoption of each new fiscal year general operating budget.  The Hearing will provide revenue and expense information relevant to the 2020-2021 general operating budget, which includes the general operating levy.
11. 2020-2021 MILLAGE RATES
Based on the provisions of Proposal A and the change in the Michigan Business Tax in 2011-12, the millage rates required to generate the homestead and non-homestead millage rates for 2020-21 will be 17.1278 mills on all non-homestead properties,1.5525 mills on homestead properties, and an additional 6.6803 mills on homestead commercial properties. To satisfy the debt obligations for 2020-21, 4.1300 mills will be levied on all properties for debt and 0.4757 mills
on all properties for the sinking fund.
12. 2019-2020 BUDGET AMENDMENT
The Administration has evaluated the budget line items, and adjustments have been made to more accurately reflect 2019-20 revenues and expenditures.
13. 2020-2021 BUDGET ADOPTION
The 2020-21 budget will be presented.  Administration recommends the 2020-21 budget be adopted as presented.
14. 2020-2021 DISTRICTWIDE PROFESSIONAL DEVELOPMENT COMMITTEE                          
Section 388.1701 of Michigan’s Revised School Code requires school districts recommend a districtwide professional development committee appointed by the Board of Education when at least eight hours of qualifying professional development is counted as hours of pupil instruction. The advisory committee must be composed of teachers employed by the district who represent a variety of grades and subject matter specializations, including special education; nonteaching staff; parents; and administrators. The majority membership of the committee shall be composed of teaching staff. Administration recommends the Board appoint the following individuals to the 2020-21 Districtwide Professional Development Committee.

15. PERSONNEL RECOMMENDATIONS - TEACHER LAYOFFS
The Board of Education has determined that additional reductions in teaching personnel for the 2020-2021 school year is necessary based on the projected staffing needs. As such, the layoff of personnel will be processed in accordance with Board policy and will become effective at the conclusion of the current school year, 2019-2020 on June 18, 2020.The employees affected by this resolution will be promptly notified.
16. PERSONNEL RECOMMENDATION - TEACHER RECALL
Administration recommends the recall of a current teacher who was laid off at the June 4, 2020, Board meeting.
17. BOARD POLICY ADOPTION
The Board Policy Committee, Administration and Robert Lusk, Lusk Albertson, met from January 2020 through April 2020 and reviewed all Walled Lake Schools Board Policy that is currently in place to ensure that the new proposed policies stated the intent of the Board. The new proposed policy manual came before the Board at the June 4, 2020, Regular Board meeting. The Board Policy Committee and Administration recommends the Board adopt the new proposed policy manual.
