I. 6:00 pm  -  Opening  (5 min)
Discussion:  The virtual meeting opened for attendees to arrive at 5:45 pm. No deliberation or decisions were made prior to the start of the meeting.  The Regular Meeting of the Board of Education came to order at 6:03 pm at the call of Committee Chair Lowery.  This meeting was held virtually due to Covid-19 and streamed live at: https://www.youtube.com/user/ppscomms/videos.
 
II. 6:05 pm  -  Consent Agenda: Resolutions 6167 through 6172  (15 min)
          Vote- Public Comment Accepted
Discussion:  Director Brim-Edwards stated that the contacts memos should be posted publically.

Director Kohnstamm moved and Director Bailey seconded the motion to approve the consent agenda which includes resolutions 6167 through 6172. The motion was put to a voice vote and passed (7 yes, 0 no) with Student Representative Shue voting yes (unofficial).

II.2. RESOLUTION 6168: Revenue Contracts that Exceed $150,000 Limit for Delegation of Authority

III. 6:20 pm  -  Student and Public Comment  (15 min)
Discussion:  None
IV. 6:35 pm  -  Superintendent's Report  (10 min)
Discussion:  Superintendent Guerrero shared a welcome video.
 
V. 6:40 pm  -  Student Representative's Report  (5 min)
Discussion:  Student Representative Shue shared that there still is not much to report on, but noted that soft start has been helpful.
 
VI. 6:45 pm  -  Discussion: Superintendent Evaluation Template  (30 min)
Discussion:  Director Scott shared that superintendent’s evaluation is connected to board goals, but that because of Covid-19 there is no baseline data. He noted that while the Board of Directors will look at what student data has been and can be collected, the proposed evaluation tool not based on the Board’s goals, instead it includes all eight of the Oregon School Board Association’s Leadership Standards. Board directors provided feedback on the proposed plan. Director Brim-Edwards suggested that they ask the Council of Great City Schools what other similar districts are doing. Dr. Brown shared that the district will be conducting a midyear evaluation so that they can course correct, but that they will be making evaluations throughout the fall and making corrections as needed. There was discussion regarding the tests that will be administered in 2020-2021. Dr. Brown stated that it is hard to say what test results will look like, adding that there will be data to evaluate, but that the challenge will be determining what the data means. Director Brim-Edwards requested that there be edits to the Oregon School Board Association’s metrics, to better align with board equity goals.
VII. 7:15 pm  -  Board Committee and Conference Reports (5 min)
Discussion:  Director Moore shared that there hadn’t been a policy committee meeting since last regular meeting, and that there was one scheduled for Monday, September 14, 2020.
 
VII.1. Joint Bond and Audit Committee
Discussion:  Director Brim-Edwards share that there was a joint School Improvement Bond committee and Audit Committee meeting where the 2019 fiscal year Bond Performance Audit for the 2017 Bond was presented. She noted that there were three or four students in attendance whom asked great questions. She added that two of the external auditors were in attendance and they presented an overview of the audit findings. She stated that all of the documents are on the audit materials webpage.
 
VIII. 7:20 pm - Other Business / Committee Referrals  (5 min)
Discussion:  Director Bailey added a reminder that there will be a vote on the new Bond program (Measure 26-215) noting that it will go a long way towards the modernization project. Director Brim-Edwards added that the campaign is in full and that community support had been gathered over the last week, with an announcement forthcoming. She shared that there is a bond website up with additional details, http://yespdxschools.com/.

Discussion:  Chair Lowery adjourned the meeting at 7:26 pm.


The Next regular meeting of the Board of Education is scheduled to be held September 22, 2020.
