II.E. If, during the course of the meeting, discussion of any item on the agenda should be held in a closed meeting, the board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Texas Government Code Section 551, Subchapters D and E or Texas Government Code section 418.183(f). Before any closed meeting is convened the presiding officer will publicly identify the section or sections of the Act authorizing the closed meetings. Discussion will be limited to only items listed on the agenda. All final votes, action, or decisions will be taken in open meeting.

III. Public Forum

III.A. At regular meetings the Board shall hear persons who desire to make comments to the Board. Each speaker that is recognized shall limit the presentation to three minutes. If an issue mentioned is listed on this agenda, the Board will defer discussion of the issue until the appropriate time during the meeting. When referring to specific District employees, with the exception of the Superintendent and Board Members, please use the person’s title only, not their name. Statements made during public comment are the opinions of the speaker and not necessarily those of the Board or District staff. During public comment please refrain from yelling, using profanity, interrupting other speakers, making personal attacks on District employees, or engaging in other uncivil conduct. Speakers can be held liable for their statements.
