VI.A.4. Consideration for Approval of Action to Establish Compliance under Section 125 Cafeteria Plan
Presenter:
Robin Battershell/Joe Palmer
Description:
Our current Section 125 Cafeteria Plan (definition below) is currently out of compliance in regards to the Affordable Care Act (ACA). According to the ACA, payment offered to employees over $500.00 annually makes a Section 125 Cafeteria a “Group Health Plan” rather than a Cafeteria Plan as defined by law. Additionally, anything over $500.00 annually accepted by an employee is subject to an IRS payment called a PCORI fee (Patient Centered Outcomes Research Institute).
Section 125 Cafeteria Plan Definition: Allows employees to pay certain qualified expenses (such as health insurance premiums) on a pre-tax basis, thereby reducing their total taxable income and increasing their spendable/take-home income. n order to be in compliance with Section 125 Cafeteria Plan, Human Resource recommends that the amount paid Temple ISD employees opting out of TRS Care Health Coverage be $500 annually in 2018-19. |

VI.E.2.c. Consideration for Approval of Board Policy EIC (LOCAL) - Academic Achievement - Class Ranking
Description:
Due to the rigorous coursework associated with the Texas Bioscience Institute, the C&I department suggests that the dual credit courses at TBI be weighted with 10 points. The Texas Bioscience Institute requires students to take four college level -courses each semester in preparation for careers in biotechnology, research, and medicine. This will align the TBI course load to the AP/ and IB courses at THS. The C&I department suggests this change begin with the incoming 9th grade class in 2018-2019 so that GPA policies will be maintained for current high school students.

VII.C. Interlocal Agreement with Region 8 ESC
Presenter:
Kallen Vaden
Description:
Government Code Section 791.012 – 791.025 allows a District to contract with another local government to purchase goods and services. The District has participated in The Interlocal Purchasing System (TIPS) for many years. Recently, the TIPS program reviewed all Interlocal Agreements with Texas School Districts. During that process it was discovered that our Interlocal Agreement needed to be updated, because the program is now through another Education Service Center. This is a renewal of our current TIPS membership through Region 8 Education Service Center.
Recommendation: Authorize the Superintendent to sign an Interlocal Agreement with Region 8 for cooperative purchasing services.
