VI.D.3. Consider the Approval of a Guaranteed Maximum Price (GMP) for the Thornton Elementary School Project
Description:
Bids were received on July 20, 2016, for the Thornton Elementary School project. Cloud Construction Company, Inc. has compiled all of the bids and has prepared a summary of the base project as well as five different alternates. A letter from Cloud detailing this information is included for your review.
The administration is recommending acceptance of the base bid of $18,583,411, acceptance of Alternate #3 for an interactive display niche at a cost of $214,700, acceptance of Alternate #4 for an asphalt overlay on existing parking lot spaces at a cost of $35,984, and acceptance of Alternate #5 substituting the Alerton HVAC control system in lieu of the originally specified system for a deduction of $21,470. Therefore, the total recommended GMP is $18,812,625. The administration is not recommending the acceptance of Alternate #1 for a decomposed granite trail in the proposed park area. Eventually, when the existing facility is demolished and plans are made for that area in partnership with the City of Temple, the administration may revisit the need for a trail in conjunction with other potential improvements. In addition, the administration is not recommending the acceptance of Alternate #2 for a different type of flooring product. The administration prefers VCT floor tile which is specified in the base bid. This GMP total has allowance and contingency money included which, if not expended, will return to the District. In addition, any other savings generated throughout the project will be returned to the District also. A complete list of vendors and bid amounts by trade will be presented to the Board at the meeting. The administration is pleased with the pricing. The GMP amount, architect fees, geotechnical fees, abatement costs and FF&E should ultimately be considerably less than the total budgeted amount of $22.9 million for the project. The project will be funded by Bond 2015 funds. Recommendation: That the Board approve a total Guaranteed Maximum Price (GMP) of $18,812,625 for the Thornton Elementary School project as presented.

VI.E.2.c. Consideration for Approval of Annual Transportation Management Hazardous Routes Review of Board Policy CNA (LOCAL) - Transportation Management - Student Transportation
Description:
As required by statute, the TISD Board of Trustees must perform an annual review of the hazardous routes designated by the Temple ISD Transportation Department. Temple ISD policy CNA (LOCAL) is the policy governing student transportation throughout the district. The Temple ISD Transportation Department developed an abbreviated format showing the descriptors of the designated routes by campus and the points total used to justify the designation. The Transportation Department also has a map of each designated route by campus and individual bus. The hazardous routes are provided to the Texas Education Agency. The Policy Committee has hazardous routes and approved the abbreviated format for the future. The copy of the abbreviated format is included in the Board Book.
Recommendation: Approve annual review of the hazardous routes designated by the Temple ISD Transportation Department.

VI.E.2.d. Consideration for Approval of Temple ISD Board Policy DNA (Local) Performance Appraisal - Evaluation of Teachers
Description:
T-TESS is the Texas Teacher Evaluation and Support System. It is the new teacher evaluation system for the state of Texas designed to support teachers in their professional development and help them grow and improve as educators. The T-Tess was piloted by approximately 60 districts in the 2014-2015 school year, with Temple ISD being one of the pilot districts. The T-Tess was implemented as a refined system in the 2015-2016 school year in approximately 200 districts, and is scheduled
to be rolled out statewide in the 2016-2017 year. Policy DNA (LOCAL) was simply states that, “The District shall appraise teachers annually using the Texas Teacher Evaluation and Support System (T-TESS) in accordance with law and administrative regulations.” The copy of the DNA (LOCAL) is included in the Board Book. Recommendation: Approve proposed 2016-2017 Temple ISD Board Policy DNA (LOCAL) – Performance Appraisal – Evaluation of Teachers.

Description:
Texas state law distinguishes between the role of the School Board to oversee the management of the District through adoption of policies and the role of the Superintendent to manage the day-to-day operations of the District through development of administrative regulations that implement board-adopted policies. DNA (Regulation) is how Board policy DNA (LOCAL) will be implemented by the district as campus administrators and other district personnel appraisal teachers in Temple ISD. A revised, red-lined copy of DNA (Regulation) has been included in the Board Book.
Recommendation: No action required. Information Only.

VI.E.2.f. Consideration for Approval of Temple ISD Board Policy DNB (LOCAL) - Performance Appraisal - Evaluation of Other Professional Employees
Description:
T-PESS is the Texas Principal Evaluation and Support System. It is the new principal evaluation system for the state of Texas designed to support campus principals in their professional development and help them grow and improve as educational leaders. Temple ISD was also one of the first districts in Texas to use the T-PESS to evaluate principals. One of the benefits of T-PESS is the self-evaluation section and rubric that principals can use to self-assess strengths and weaknesses while they setting personal growth goals based on their individual needs. A copy of the DNA (LOCAL) is included in the Board Book.
Recommendation: Approve proposed 2016-2017 Temple ISD Board Policy DNB (LOCAL) – Performance Appraisal – Evaluation of Other Professional Employees.

VI.E.2.h. Consideration for Approval of Temple ISD Board Policy EHBAF (Exhibit) - Special Education - Video/Audio Monitoring
Description:
In order to meet the requirements of Education Code 29.022 and policy EHBAF(LEGAL), EHBAF(EXHIBIT) includes three forms that will be used by Temple ISD to make a video/audio request, provide notification to the required stakeholders and an incident report form. To date there has been no guidance from TASB in the development of a local policy. Adopting the forms would allow the District to be proactive in meeting the law by having the necessary forms and provide a communication channel if a request was made to install of video and audio recording equipment in a qualifying Special Education classroom. Campus administration and office staff will be trained on how to use the forms by Dr. Scott Moger and Jennie Mathesen, TISD Director of Special Education. A copy of the sample forms is included in the Board Book.

VI.E.2.i. Consideration for Approval of Temple ISD Board Policy EIC (LOCAL) - Academic Achievement - Class Ranking
Description:
Temple ISD Board Policy EIC (LOCAL) was reviewed and revised by the Temple ISD Curriculum & Instruction Department. At “CLASS RANK”, revisions include the deletion of courses no longer eligible as one of the designated courses. The remaining change is the addition of “weighted” in the description of the calculation of class rank. In the “CALCULATION” section, the sentence “For the purposes of class rank and grade point average, a six-point scale shall be used”. This proposed change will greater accessibility for parents and students for calculation purposes. Throughout the policy, “Pre AP” and “Pre IB” have been changed to “Advanced” in order to comply with IB regulations. At “Senior Honors”, “average of 90” has been changed to “of 4.0” to correspond to the six point scale. The six point scale can also be converted to a 4-point scale for student applying to colleges who need a transcript and GPA converted to a 4-point scale. This change reflects that the
calculations will go into effect immediately for students who graduate in the spring of 2017. A proposed red-lined copy of EIC (LOCAL) is shown in the board book. Recommendation: Approve proposed 2016-2017 Temple ISD Board Policy EIC (LOCAL) – Academic Achievement – Class Ranking.

Description:
This is an annual renewal of our MOU with McLane Children’s Hospital. The MOU documents the responsibilities of McLane Children’s Hospital and Temple ISD regarding the education of hospitalized students in grades K-12. Serving hospitalized students is an educational requirement. TISD receives revenue through average daily attendance accounting.

VII.D.3. Heart of Texas Goodwill Industries
Description:
The mission of Heart of Texas Goodwill Industries is to actively pursue the full participation in society of people with disabilities and disadvantages by expanding their opportunities and capabilities through our employment and training programs.
This agreement represents a next step in providing transition services for our students between 18 and 21 years of age (18+) who are served through Special Education. These students have participated in TISD’s Community Based Instruction Program. Through this partnership with HOT Goodwill, students will be able to transition from daily direct supervision from a teacher to receiving on-site supervision and job training with Goodwill Staff. TISD staff will continue to provide support and coordination to enable students to work toward IEP completion.

VII.D.4. Priority Charter-Deaf Education Services
Description:
Priority Charter is interested in becoming a member of the Temple Regional Day School Program for the Deaf (RDSPD), a Shared Service Arrangement (SSA) that provides deaf education services to its member districts. Notification must be given to TEA in February each year regarding any changes to the SSA for the following school year. This agreement will allow the Temple RDSPD to provide services to students at Priority Charter for the 2016-17 school year. It is anticipated that the Temple RDSPD SSA will be revised this fall to include Priority Charter as a member beginning in the 2017-18 school year and the required notification to TEA will be made once revisions are completed and approved.
