Description:
Our financial advisor is asking the Board to consider moving forward with refinancing the District’s Unlimited Tax School Building Bonds, Series 2011 for savings. The 2011 Bonds are currently paying interest rates between 4-4.25%. Current market interest rates should be between 2.50-3.00%. By refinancing, the District can replace the higher, old interest rate with the new, current market rate to generate significant interest savings.
The 2011 Bonds become currently callable on February 1, 2021. Because interest rates are at all-time lows in the bond market, our financial advisor is encouraging us to consider refinancing now (instead of waiting for the call date) through either a taxable refunding, or a "forward" current refunding. Jennifer Ritter will be present at our meeting on March 16 to explain both options. The Board is being asked to consider a "delegation" refunding, which allows the Board to delegate the pricing to the Superintendent and/or Assistant Superintendent of Finance & Operations so that we can price as quickly as possible. This allows the Board to set parameters (maximum size & minimum savings, etc.) that Staff can then execute on your behalf on the best day in the market, instead of waiting for a scheduled Board meeting date to sell the bonds. It is a beneficial tool to maximize savings. It is also no cost to the District should interest rates rise and the refunding no longer works. |
