"The Illinois General Assembly passed certain amendments to the Government Emergency Administration Act in PA 101-0640 which allows public bodies to hold meetings without having a quorum physically present during a declared public health disaster, such as the current COVID-19 pandemic.  On December 10, 2021, Governor Pritzker issued a new Disaster Declaration covering all counties in Illinois which satisfies this requirement. Due to this proclamation, the Special Meeting on December 20, 2021, will be held electronically via Zoom call as the head of the public body has declared an in-person meeting would not be practical or prudent because of the disaster."
