Public Comment:
Pursuant to the newly enacted Texas Government Code Section 551.007, the Board will hear public comment at every meeting and will allow members of the public to speak on any agenda item posted for consideration by the Board at that meeting. The Board may limit the amount of time allotted to each speaker in order to allow an opportunity for everyone to speak who wishes to do so, and to maintain order and efficiency in its meetings. Anyone wishing to sign up to speak in public comment must do so not later than the start of the meeting. |

Description:
This annual resolution by the board identifies areas within two miles of the schools that are subject to hazardous traffic conditions to allow the District to request additional state funding to provide District transportation for students residing within these areas.

4. Approval of the Annual Coastal Bend College MOU and Tuition Plan for the 2023-2024 School Year
Description:
Renewal of the MOU with CBC for dual credit classes at the high school as well as the continuance of the district's contribution of $150 per dual credit course (up to two courses per semester). See attachment.

5. Update to District of Innovation Plan
Description:
1.Transfer Request Made by Peace Officer (TEC 25.0344)
Current: Texas Education Code § 25.0344 states that school boards must grant a transfer request made by a peace officer who is the parent/guardian of a student. The peace officer can request the student transfer to another district campus or to another entire school district under an agreement between the two districts. The lack of conditions and parameters in transfer requests made by peace officers may lead to an influx of transfer requests and unnecessarily over-populate or under-populate campus. Poth ISD has one Elementary, one Junior High, and one High School campus. If Poth ISD must grant transfer requests made by a peace officer, the District runs the risk of becoming overcrowded in total and on specific campuses. When overcrowding occurs, it may contribute to less individualized instructions, disciplinary issues, poor building conditions and an increase in illness risk.
Proposed: the District will be exempt from granting a transfer request made by a peace officer who is the parent/guardian of a student. While Poth ISD remains committed to considering transfer requests made by peace officers, this exemption will ensure that Poth ISD campuses do not become overcrowded due to an influx of transfer requests by peace officers.
2. Transfer Request Made by Service members (TEC 25.0344) Proposed: the District will be exempt from granting a transfer request made by a servicemember who is the parent/guardian of a student. While Poth ISD remains committed to considering transfer requests made by servicemembers, this exemption will ensure that Poth ISD campuses do not become overcrowded due to an influx of transfer requests by servicemembers.

6. PK-12 Instructional Materials Allotment TEKS Certification
Description:
School districts must annually certify to the State Board of Education and the commissioner that, for each subject in the required curriculum under Section 28.002, other than physical education, and each grade level, the district provides each student with instructional materials that cover all elements of the essential knowledge and skills adopted by the State Board of Education for that subject and grade level. Poth ISD does, and this item meets the certification requirement.

7. Approval of Required Annual Appointment of the Wilson County Tax Assessor-Collector as the Designated Officer to Calculate the No-new Revenue Tax Rate and the Voter-Approval Tax Rate for the 2023 Tax Year, as Outlined in Chapter 26 of the Texas Tax Code
Description:
As of 2021, Under Section 26.04 (c) of the Texas Tax Code, each taxing entity must designate an officer or employee to calculate the tax rate each year. The District recommends again designating Dawn Barnett, Wilson County Tax Assessor-Collector, to calculate the 2023 tax rates per state regulations, as it has since 2021.

8. Approval of Annual Resolution for Extracurricular Status of Wilson County 4-H Organization
Description:
On behalf of the 4-H members of Wilson County, the District respectfully requests that the Wilson County 4-H organization, by the attached resolution, be sanctioned as an extracurricular activity, as it has been for many years. |

9. Approval of the Annual Appointment of the Ag Extension Officers as Adjunct Members of the Poth Independent School District for 4-H Purposes
Description:
The Wilson County Ag Extension Service requests the agents listed above and on the attached Adjunct Faculty Agreement be awarded adjunct staff member status for the 23-24 school year as they have been in prior years. |

1. Discuss and Consider Approval of the Ranking of Property, Liability, and Automobile Insurance Providers Based on their Submitted Proposals and Qualifications, Including Possible Delegation of Authority to the Superintendent/Designee to Negotiate and Execute a Contract
Description:
The District went out for bid for Property, Liability, and Automobile Insurance for the 2023-2024 school year. The RFP ran in the newspaper for two weeks as well as being posted on the website and sent out to several insurance companies. The RFP closed on July 12, 2023 at 3:00 PM. The board will hear the results and recommendation.

2. Discuss and Consider Approval of Workers' Compensation Insurance for the 2023-2024 School Year
Description:
The Administration is recommending renewal of Workers' Compensation Insurance through TASB Risk Management Fund. This coverage is fully funded and based on the salaries of Poth ISD employees.

3. Discuss and Consider Approval of the 2023-2024 Commitments for Services through Region 20
Description:
These cooperative commitments with ESC, Region 20, support many of the District's special programs as well as Ascender Business and Student Software renewals. These commitments also provide Poth ISD employees with additional resources for their classrooms as well as discounted training and professional development opportunities.

4. Discuss and Consider Approval to Authorize the Superintendent to Negotiate with the Wilson County Sheriff's Office for the 2023-2024 School Year Security
Description:
The District contracts services for a Deputy to monitor the District during school hours. This item, if approved, will allow the superintendent to negotiate the terms of the contracted services for the 23-24 school year.

5. Discuss and Consider Approval of Chromebook Purchase Over $25,000
Description:
The District has developed a replacement schedule for chromebooks to be able to continue to provide a 1:1 ratio for students to technology devices. On this schedule, the District must replace around 12.5% of its chromebook devices each year to keep its technology up to date with security and updates and maintain functionality with curriculum software.

6. Discuss and Consider Approval of the Supplemental Pay Rate Increase for Summer School/Accelerated Instruction for the 2022-2023 School Year
Description:
In 2021-2022, the school board voted to raise the summer school/accelerate instruction supplemental pay rate from $26.50 to $35.00 per hour. That approval was only for one year, but the administration would like to propose that this rate be raised permanently to $35.00 per hour beginning with the ending 2022-2023 school year and the recently completed summer school/accelerated instruction services provided by its teaching staff.

7. Discuss and Consider Approval of Increase in District Contribution to Employee Health Insurance
Description:
District health insurance premiums have increased for the upcoming 2023-2024 school year. The administration would like to discuss increasing the District's contribution toward health insurance for its employees to help offset some of the increase in premiums.
