V. Public Comment
Description:
The Board encourages comments about the district from members of the public. Anyone who has signed up to speak in advance of the meeting in accordance with the Board procedures may do so at this time. The Board asks that each participant's comments pertain to district business and be no longer than 5 minutes. For any member of the public who is accompanied by a translator, your time will be doubled as required by law. Remember that the Board may not discuss or act upon any issues that are not posted on our agenda. In addition, the Board has adopted policies to provide prompt and equitable resolution of complaints and concerns for employees, students or their parents, and the general public. Copies of our district policies and procedures on public comments and filing complaints are available on the district website.

VI.C. 2025-2026 Preliminary Budget Report

Description:
Mr. Banfield will provide an overview of the expected budget for the 2025-2026 school year based on what is currently known based on the 89th Legislative Session and expected compensation increases. This will be a draft presentation as the District is continuing to refine calculations.

Legal policy changes are a reflection of changes in law and are not adopted by the Board of Trustees. Local policies are approved by the board. Update 125 includes recommended changes to seven (LOCAL) policies. Policy FFAC(LOCAL) is attached separately as FISD allows the administration of unassigned medication for respiratory distress by those trained.

A child care provider from Killeen who has operated child care centers for more than 20 years is interested in opening a child care center in Florence. Her centers are called Education Connection Preschool and Childcare Solutions. Mr. Kirkpatrick will provide more information at the meeting.

VII.B. Successful Transition Education Program Williamson County Juvenile Services Memorandum of Understanding 2025-2026
Description:
This is the annual MOU that authorizes FISD to place students in the Successful Transition Education Program Juvenile Justice Alternative Education Program (S.T.E.P. J.J.A.E.P). The cost is determined by the number of student days served during the actual year.

VII.C. Donation(s)
Description:
Two donation approval forms from the Florence Education Foundation have been received. The first is for up to $5000.00 to provide money to all teachers new to Florence ISD to help supply their classroom. The second donation is for up to $40,000.00 to award grants to teachers to purchase classroom materials.

The Board of Trustees regularly meets on the third Monday of each month. For the upcoming school year, the meetings in January, February and March will be held on the fourth Monday of the month due to holidays impacting the third Monday.

IX.B. Consideration and Possible Action to Approve a Low Attendance Day Waiver

Description:
Districts or campuses can request a waiver to excuse any instructional days from ADA and FSP funding calculations that have attendance at least 10 percentage points below the last school year's overall average attendance, for the district or applicable campus, due to inclement weather, health, or safety-related issues. On 19 February 2025, Florence and the surrounding area experienced icy conditions and temperatures in the teens. That day, the district's average daily attendance (ADA) was 80.06%. The average daily attendance (ADA) for FISD for the 23-24 school year was 93.535%. Because of the difference between the 23-24 school year ADA and the ADA on 19 February 2025, FISD qualifies for the waiver.

IX.C. Consideration and Possible Action to Declare Two Portable Buildings as Surplus and Authorize the Superintendent to Dispose of the Buildings

Description:
The two portable buildings located at the current elementary school are no longer needed by the district. Per Board Policy CI (LOCAL), the Superintendent is authorized to declare personal property as surplus and dispose of them. However, I believe the Board of Trustees should approve the disposal of buildings. We don't know the value of the buildings or even if they have value.
