IV.C.1. Accountability Update
Description:
Background:
The Texas Education Agency (TEA) has put a hold on 2023 Accountability Ratings to recalculate for adjustments needed with the new accountability system and cut points. November is the estimated time for the release. "A-F accountability ratings were established by House Bill 22 during the 85th Texas Legislature. The A-F accountability system provides educators, parents, and communities with a transparent view of the academic performance of Texas public schools based on three domains: Student Achievement, School Progress, and Closing the Gaps. " Administrative Considerations: Holly Wasson, Director of Student Services, will go over the accountability data received by Rains ISD and campuses. IV.D.3. Efficiency Audit Report by Rutherford, Taylor and Company, P.C.
Description:
Background:
At the Special Meeting held on June 23, 2023, the Rains ISD Board of Trustees approved an efficiency audit to be conducted by Rutherford, Taylor and Company, P.C.. Administrative Consideration: The District is required to conduct an efficiency audit as required by House Bill 3 from the 86th Legislature prior to conducting a Voter Approval Tax Rate Election (VATRE). Over the past few years, the efficiency audit requirement was waived due to the Governor's disaster declaration. Rutherford, Taylor and Company, P.C. has completed the efficiency audit and the results and findings of the audit will be discussed. Recommendation: Approve the efficiency audit report as presented by Rutherford, Taylor and Company, P.C. Board Action: Board approval

IV.D.5. Rains County Appraisal District Board of Directors
Description:
Background:
Information has been received from the Rains County Appraisal District(RCAD) in regard to their Board of Directors Election. Administrative Considerations: We received the letter regarding the nominations from Sherri McCall on August 21, 2023. Although the letter said the deadline to nominate someone for the RCAD Board of Directors is October 15, 2023, we will submit ours following the October 9, 2023 Board meeting. The current RCAD Board of Directors are:
Rains ISD has 2,666 votes, based on the total levy. A candidate is elected to the Board by 834 votes. Recommendation: Nominate candidate(s) to serve on the Rains County Appraisal District's Board of Directors. Board Action: Board approval

Description:
TEXAS GOVERNMENT CODE § 551.082
Sec. 551.082. SCHOOL CHILDREN; SCHOOL DISTRICT EMPLOYEES; DISCIPLINARY MATTER OR COMPLAINT. (a) This chapter does not require a school board to conduct an open meeting to deliberate in a case: (1) involving discipline of a public school child; or
(2) in which a complaint or charge is brought against an employee of the school district by another employee and the complaint or charge directly results in a need for a hearing.
(b) Subsection (a) does not apply if an open hearing is requested in writing by a parent or guardian of the child or by the employee against whom the complaint or charge is brought.
