4.A. Election of Personnel
Description:
Background: The District employs full-time professional employees in positions requiring a certificate from the State Board of Educator Certification (SBEC), nurses, and other designated employees under a probationary or term contract. The purpose of this agenda item is to facilitate Board approval of these contracts. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approves the employment of the individuals as indicated on the list provided.

4.B. Consider Approval of Out-of-state Travel Requests For Carrollton-Farmers Branch Students to Travel Out of State
Description:
Background: In accordance with Policy FMG (LOCAL), students may be permitted to take out-of-state school-sponsored trips for the following purposes: 1. Instructional purposes (field trips and excursions). 2. Activities of school-sponsored or – sanctioned clubs or organizations. 3. Other sanctioned competitions. The Board will consider the following proposed trips: * Perry Robotics Club to Oklahoma City, OK - March 9, 2019, for Annual Botball Multi-State Robotics Competition * Creekview Law Academy, Moot Court to Raleigh-Durham, NC, March 22-25, 2019 for Duke University Moot Court Competition Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approves the out-of-state travel requests as presented.

Description:
Background: The attached report is a summary of the purchases valued over $25,000 but not exceeding $50,000 that have been made from December 1, 2018, through December 30, 2018. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees accepts the Purchasing Report as presented.

4.D. Consider Acceptance of Financial Reports
Description:
Background: The monthly financial reports presented to the Board for consideration will include budget amendments (when applicable), budget summary year-to-date reports, construction summary report, outstanding investments, and tax office reports. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees accepts the financial reports for December 2018.

4.E. Consider Approval of Payment for the 2015 Local Tax Roll Audit
Description:
Background: The District requested an audit of its 2015 total taxable values under provisions of Government Code Section 403.302(h). The District submits audit requests when there has been an adjustment in the taxable value after the original certification date that results in a value loss. The value loss is typically the result of lawsuits that are settled after the Comptroller has certified the taxable values for the year. Since the District’s share of Tier I funding is based upon the prior year certified taxable value, it benefits the School District to request the audits when value loss has occurred for a specific tax year. The 2015 taxable value audit resulted in a decrease in the original comptroller certified taxable value by $252,632,538. The reduction in the District’s certified taxable values were accepted by the Comptroller and TEA and will result in an estimated increase in State funding and a decrease in recapture payments for the 2016-2017 fiscal year in the amount of $2,989,559. The District will be required to pay 5% of the estimated increase in state funds to the law firm to Perdue, Brandon, Fielder, Collins & Mott, LLP, who performs the audit service. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees authorize the payment to Perdue, Brandon, Fielder, Collins & Mott, LLP of $149,477.

4.F. Consider Selection of Audit Firm for Fiscal Year Ending August 31, 2019
Description:
Background: Section 44.008 of the Education Code requires that public school districts have their fiscal accounts audited annually. In order to satisfy this mandate, the district must select a public accounting firm to perform the annual audit. The firm of Hankins, Eastup, Deaton, Tonn & Seay, P.C. currently performs the required audit for the District. The Hankins, Eastup, Deaton, Tonn & Seay, P.C. audit process provides two partners during the on-site field work. This unique approach gives the District direct access to a wealth of knowledge and experience rarely seen in school district audits. In addition, the audit fee is very competitive with Dallas/Fort Forth districts. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approves the audit firm of Hankins, Eastup, Deaton, Tonn & Seay, P.C. to perform auditing services for fiscal year ending August 31, 2019.

4.G. Consider Approval of Interlocal Agreement with Region 10 ESC for Participation in the Multi-Regional Commodity Processing Program
Description:
Background: The Texas Government Code §791 and Texas Education Code §44.031 (a)(5) allows for governmental entities, i.e. state agencies, local governments, and school districts, to enter into cooperative agreements to allow the procurement process to be performed by a single entity on behalf of all those electing to participate. The benefit to this agreement is to reduce administrative costs for each participating member. This code also requires the governing body of each party to authorize the contract. Carrollton-Farmers Branch ISD has identified a purchasing contract for basic service commodity processing, procured and administered by the Region 10 Education Service Center (ESC), which would be an advantageous contract vehicle for use by the Student Nutrition Department. The Region 10 ESC will be the administrative agency under this agreement; however, each member entity will be responsible for its own orders and each vendor will bill each agency separately. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approves and authorizes the Interlocal Agreement with Region 10 Education Service Center for procurement of commodity processing for the Student Nutrition Program and delegate the authority to execute and complete any necessary documentation for this agreement to the Superintendent or his designee.

4.H. Consider Approval of RFP 2018-11-006 Risk Management and Insurance Consulting Services
Description:
Background: This contract secures the services of an insurance consultant to provide assistance in all matters related to Risk Management, Workers’ Compensation and Commercial Liability insurance. The current agreements for this have expired and it will be necessary to engage the services of a replacement consultant(s) to re-procure bids for required Commercial General Liability insurance, automobile insurance, selected property and casualty insurance products, as well as Workers’ Compensation Excess Insurance. Additional services provided by the successful consultant are reviewing of existing insurance coverage; proposing strategies for coverage modification to minimize costs while maintaining required coverage, provide employee safety program and training, and other duties related to all Risk Management and insurance matters. The District solicited proposals from 17 vendors. Five (5) proposals were received and evaluated. The proposal offering the best value to the District has been submitted by Commercial Risk Services. This is a one-year agreement with four (4) one-year extension options. The annual cost for these services is $72,000, which reflects a $12,000 savings over previous agreements. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approves the contract for Consultant Services For Employee Benefits from Commercial Risk Services and to authorize the Superintendent or his designee to execute renewals as provided in the RFP in the best interest of the district through the term of this contract.

4.I. Consider Approval of the Extension Option of RFP 16-33 for Teaching Supplies and Instructional Materials
Description:
Background: This is a non-exclusive contract which provides as-needed purchases of teaching supplies and instructional materials to be utilized throughout the Carrollton-Farmers Branch Independent School District. This extension option (beginning February 8, 2019) is the second of four one-year extension options included in this RFP. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approves the renewal of RFP 16-33 for Teaching Supplies and Instructional Materials with the recommended vendors, and to authorize the Superintendent or his designee to execute renewals as provided in the RFP in the best interest of the district through the term of this contract.

Description:
Background: This is a non-exclusive contract which provides for as-needed purchases of grounds supplies and equipment to be utilized throughout the Carrollton-Farmers Branch Independent School District. CFBISD staff determines which vendor to use from the awarded vendors under this contract based on the campus or departmental needs and District standards. Staff will continue to work closely with the Purchasing Department by obtaining competitive quotes from vendors awarded under this agreement, where practical, to ensure the District receives the best value for each purchase. This is the second of four extension options (beginning February 8, 2019) included in this RFP. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees approves the option to extend the agreement of RFP 16-37 for Grounds Supplies and Equipment for the second one-year extension option with the recommended vendors and to authorize the Superintendent or his designee to execute renewals as provided in the RFP in the best interest of the District through the term of this contract.

Description:
Background: Texas Election Law states that it is necessary for the Board of Trustees to pass an order establishing the procedure for filing and conducting a Trustee Election. This election will be conducted for the purpose of electing at-large members to the Board of Trustees of Carrollton-Farmers Branch ISD and will be held on May 4, 2019. Recommendation: It is the recommendation of the Superintendent that the Board of Trustees adopts the General Election Order as presented.

Description:
Background: Administration is recommending the authorization of a bond order. The bond order authorizes the Superintendent of Schools, the Associate Superintendent for Business Services or the Chief Financial Officer to act on behalf of the District in selling and delivering the bonds and carrying out other procedures specified in the order. The proposed parameters that must be met are as follows: Maximum principal amount: $116,670,000 Maximum true interest cost: 4.00% Maximum maturity date: February 15, 2039 Expiration of delegated authority: August 6, 2019 (180 days) Recommendation: It is the recommendation of the Superintendent that the Board of Trustees authorizes the parameter bond order for the sale of “Carrollton-Farmers Branch Independent School District Unlimited Tax School Building Bonds, Series 2019”.
