Description:

Background: In accordance with Policy FMG (LOCAL), students may be permitted to take out-of-state school-sponsored trips for the following purposes: 1. Instructional purposes (field trips and excursions). 2. Activities of school-sponsored or sanctioned clubs or organizations. 3. Other sanctioned competitions. Recommendation: It is recommended that the Board of Trustees approve the Out-of-State Travel Request(s).

Description:

Background: The District employs full-time professional employees in positions requiring a certificate from the State Board of Educator Certification (SBEC), nurses under a probationary or term contract and other designated employees. The purpose of this agenda item is to facilitate Board approval of these contracts. The list will be provided at the Board meeting. Recommendation: It is recommended that the Board of Trustees approve the employment of these individuals as indicated on the list provided. |

Description:

Background: The Public Funds Investment Act ("PFIA") under Government Code, Chapter 2256: Public Funds Investment requires that each district, not less than quarterly, prepare and submit to the Board of Trustees a report of investment transactions for all funds. The quarterly investment report includes the District’s investment transactions required by the PFIA for the quarter ended November 30, 2022. Recommendation: It is recommended that the Board of Trustees accepts the Quarterly Investment Report for the Quarter ended November 30, 2022 as presented.

5.F. Consider/Approve Proposed Budget Amendment
Description:

Background: The adopted budget provides authority to expend funds for the purposes indicated in accordance with state law, Board Policy, and the District’s approved purchasing procedures. Public funds of the District may not be spent in any manner other than as provided for in the budget adopted by the Board of Trustees, but the Board may amend a budget or adopt a supplementary emergency budget to cover necessary unforeseen expenses. Texas Education Code 44.006(a). Recommendation: It is recommended that the Board of Trustees approves the Budget Amendment as presented.

Background: Annually, Administrator Contracts are submitted to the Board of Trustees for approval. Administrators may be on a 1-year, 2-year or 3-year term contract. Provided under separate cover is a list of contracts with the type of contract, length, and year of expiration indicated. Recommendation: It is recommended that the Board of Trustees approve the Administrator Contracts as presented. |
5.H. Consider/Approve Election Services Contract - Dallas County Election Administrator
Description:

Background: On Feb 2, 2023, the Board of Trustees passed an order to conduct a Trustee and Bond Election on May 6, 2023. The school district will contract with the Dallas County Elections Administrator to administer many aspects of the election as it relates to CFBISD Dallas County voters. District legal counsel reviews the contract annually. As the Election Agreement and Contract for Election Services also includes other participating governmental entities, the participants, polling locations, and estimated amounts are subject to change as elections by entities are added or canceled. Recommendation: It is recommended that the Board of Trustees approve the Election Services Contract with Dallas County for the May 6, 2023 Board of Trustee and Bond Election.

5.J. Consider/Approve the Recommendation by the SHAC for Curriculum Regarding Topics of Child Abuse, Family Violence, Dating Violence, and Sex Trafficking
Description:
Priority #1: Optimize Engaging and Diverse Learning
Background: As required by Texas Senate Bill 9, SHAC appointed a sub-committee to review the public-school instruction and materials regarding the topics of child abuse, family violence, dating violence and sex trafficking. Per SB9 parents will have the option to opt-in for lessons on these topics on behalf of their students. SHAC met to review and recommend the following curriculum: • TX School Procedures, Guidance lessons for students (Copyright) • CFBISD created condensed guidance lessons for students • NEST curriculum used in HS Health classes (Copyright) Recommendation: It is recommended that the Board of Trustees approves the recommended curriculum as presented. |
5.K. Consider/Approve New Vendors for RFP 2022-10-031d for Outside Contracted Services
Description:
Priority #5: Optimize All Available Resources
Background: This is a non-exclusive contract that provides for outside contracted services, such as maintenance and operational vendors needed to make repairs, as well as other contracted services to address various needs throughout the District which are unknown at this time. This is a perpetual RFP that will be awarded monthly, as needed, to increase the District’s variety of approved vendors for necessary services. CFBISD staff will request quotes from the awarded vendors and select based on the best interest of the District for the service necessary. The estimated spend is not to exceed $250,000 at this time. This amount will increase as vendors and needs arise. This is an ongoing contract and can renew annually for up to four (4) one-year extensions. Recommendation: It is recommended that the Board of Trustees approve the perpetual RFP 2022-10-031d for Outside Contracted Services with the recommended vendors and to authorize the Superintendent or his designee to negotiate contracts within this RFP in the best interest of the District through the term of this contract.

Background: This is a non-exclusive contract that provides for grocery and catering services. This contract will supplement the existing contract and eventually replace it, putting it on a five (5) year cycle for renewal. This contract will approve vendors needed to be used throughout the District for various events. This is a perpetual RFP that will be awarded monthly, as needed, to increase the District’s variety of approved vendors for necessary items and services. CFBISD staff will request quotes from the awarded vendors and make a selection based in the best interest of the District. Purchases made under this contract will utilize local funding sources. The estimated spend is not to exceed $100,000 at this time. This amount will increase as vendors and needs arise. This is an ongoing contract and can be renewed annually for up to four (4) one-year extensions. Recommendation: It is recommended that the Board of Trustees approve the perpetual RFP 2022-10-032c for Grocery & Catering Services with the recommended vendors and to authorize the Superintendent or his designee to negotiate contracts within this RFP in the best interest of the District through the term of this contract.

5.N. Consider/Approve RFP 2022-12-038 for E-Rate C2 Wireless Access Points
Description:
Priority #2: Optimize Facility, Safety & Security, and Infrastructure to Adapt to Student Needs
Background: This RFP requested two options for the purchase of equipment and installation of additional wireless access points throughout the District. This is a category two (2) purchase with e-rate funding. The two options provided the District the opportunity to review different types of equipment available. Option A was chosen (9136i) to best meet our needs, with Computacenter as the lowest price and best value to the District. The total one-time cost will be $781,768.75. Recommendation: It is recommended that the Board of Trustees approve the purchase of Equipment and Installation from Computacenter and authorize the Superintendent, or his designee, to execute any contract or agreement in the best interest of the District.

5.O. Consider/Approve Resolution to Transfer Fiscal Agency of the EPCNT Cooperative from Carrollton-Farmers Branch ISD to ESC Region 11
Description:
Priority #5: Optimize All Available Resources
Background: The Education Purchasing Cooperative of North Texas (EPCNT) is a collection of school districts in north Texas that increases efficiencies in the procurement process by permitting other member districts to "piggyback" on one another’s bid awards. This practice is encouraged and is authorized by statute in Texas Government Code 791. CFBISD has been the fiscal agency for the cooperative since 2016, when it was transferred from Lewisville ISD. After the fall meeting of the EPCNT, members voted to transfer the fiscal agency to ESC Region 11. This decision is supported by CFBISD, as the fiscal agency can be taxing on the purchasing department and will be better utilized through the Region 11 Service Center. Attached is a copy of the resolution to transfer the fiscal agency from Carrollton-Farmers Branch ISD to Region 11 Education Service Center. The District Administration recommends the Board approve the transfer as described. Recommendation: It is recommended that the Board of Trustees approve the Resolution to transfer fiscal agency of the EPCNT Cooperative From Carrollton-Farmers Branch ISD to ESC Region 11.

6.B. Consider/Approve Resolution for Emergency Closure Due to Winter Weather
Description:

Background: Due to severe winter weather experienced in Dallas and Denton County, CFBISD ordered emergency closures of all district facilities from January 31, 2023 through February 3, 2023. The attached Resolution addresses the need for wage payments for employees who were idled and those who were required to work during emergency closures. Recommendation: It is recommended that the Board of Trustees approves the Resolution as presented.
