The Keystone Central Board of Directors encourages public comment from members of the community. Each community member may speak for no longer than four (4) minutes, in accordance with Board policy. Please understand that the public comment period is not intended for dialogue or discussion with the Board. The policy was tabled at the previous Policy Committee meeting pending guidance regarding whether a checkbox should be included in the designated section. Based on guidance received from the solicitor, the Committee Chair recommended moving forward with adding the checkbox. |

3.B. Policy 246 School Wellness

Description:
The policy has been reviewed by our Food Service Supervisor and Building Principals. The Administration Team is recommending no updates or revisions to the policy at this time. Second is the addition of a section addressing Social Media in compliance with 24 P.S. Sec. 15-1556 Social Media Literacy Education and academic standards. Social media literacy in schools must address the following:
The Omnibus Bill removed 24 P.S. 7-742 Lead Testing from the PA School Code and replace it with 24 P.S. Sec. 7-742.1 Lead Testing. Policy 246 contains the new legal citation. Policy 246 is a mandated policy.

3.E. Policy 249 - Bullying/Cyberbullying

Description:
The Omnibus Bill amended the PA School Code, 24 P.S. Sec. 13-1303.1-A. Policy Relating to Bullying by adding Cyberbullying to the title. Policy 249 Bullying/Cyberbullying has been updated to include two new definitions from the statute for:
The policy is now required to include "procedures for investigating a report of alleged bullying and cyberbullying". The procedures that were previously contained in 249-AR-0 have been moved directly into the policy content to comply with this requirement. The merging of the policy and procedural content resulted in content realignment and additional sections related to Reporting, Investigation and Response to Bullying/Cyberbullying. Policy 249 is a mandated policy.

The Committee tabled Policy 803, School Calendar, for further review and research regarding the definition and calculation of instructional time, including testing days and classroom instruction. The Committee also requested additional information on practices used by high-performing school districts and clarification on proposed calendar-development language.

Description:
This policy is reviewed annually to ensure continued compliance with applicable Title I requirements and to provide opportunities for parent and family input.

4.B. Policy-719-Therapy-Dogs

Description:
Administration is requesting School Board approval for Desmond, a certified therapy dog owned and handled by Liberty-Curtin's English Language Learner (ELL) teacher, Mrs. Kristina Akeley, to serve as the school's therapy dog for the 2026-2027 school year. Desmond meets all requirements outlined in Board Policy 719 - Therapy Dogs and has previously served successfully as a therapy dog at Central Mountain High School. If approved, Desmond will be present at Liberty-Curtin Elementary approximately 2-3 days per week to support students' social-emotional well-being, promote a positive school climate, and enhance student engagement. Families will be notified prior to implementation and provided with a passive permission form allowing them to opt their child out of interactions with Desmond if they choose.
