USBE Announcement of the CTE Internal Audit
On February 5, 2026, the Utah State Board of Education (USBE) publicly released the internal audit report on Career and Technical Education. Given your LEA was a participant in the audit, we wanted to provide you an electronic version of the audit report, which can also be found on the USBE's website. We appreciate the time and effort of all staff involved in cooperating with the USBE's Internal Audit department to complete this audit. See attached report BCSD and a group of rural superintendents have been working on responses from rural Utah school districts to help USBE with the CTE policies barriers that are difficult for rural districts to access for our students. Utah regulations require the district to document communication with employees about ethical standards for overseeing and managing public funds. Those individuals who are responsible for, who oversee, and who manage public funds should read, understand, complete, and submit this form each year.

4.E. 2026 Utah Legislative Session Bills That Passed (Information Item)
Description:
Well, another roller coaster ride with the legislature. At close on Monday, only 219 bills had passed. Today, the legislature passed 541 bills. As near as I can tell, well over 85+ bills were passed that will likely impact Utah public education.
There are many bill tracking websites available while the legislative session is happening. However, there are very few and effective bill tracking sources available for "passed bills". To help with the rollout and impact in our school district, I am sharing my notes with you for each passed bill at the link below. You may want to begin by becoming familiar with what is likely to roll downhill our way, including monumental and small changes for the coming year.

4.I. Update - 2026-27 Proposed School Fees & Spending Plans (Information Item)
Description:
We're ready for the BHS/MHS staff to begin the edit process for proposed 2026-27 school fees and spending plans. Similar to past years, the following process should be used:
1. Understand, train the faculty and staff, and implement current policy and law: Student Fees, Fines, & Charges. I have highlighted legislative changes for 2026-27 in the policy.
2. The administration and office staff are responsible for coordinating with faculty and staff to develop proposed fees and spending plans. Faculty and staff members have edit access to their respective spending plan(s). If someone needs access to a specific spending plan, please email me with your request.
3. The administration and office staff have edit access to all online 2026-27 spending plans through the Approved Fee Schedule. Just click on the amount next to each course or activity to access a spending plan.
4. Once all spending plans are completed, Susie needs to contact me, and we will update the 2026-27 total amount on the Approved Fee Schedule for any fees that have changed amounts on the schedule.
5. All proposed 2026-27 school fees and spending plans need to be finalized by April 24th.
6. The Board will hold public hearings and approve the fees on May 12th and May 26th. |

This notification should be made through written email communications, so we have a record. Your email should include an explanation for the requested change and the amount you are requesting the budget to be changed to.
