Public Content:  Assurances are part of the application process for acquiring Federal VI-B Funding.  These Assurances are to be read and agreed upon by the Board of Education and Superintendent.  Such Assurances ensure both that the LEA agrees to all eligibility criteria as established in Parts A and B of the Individuals with Disabilities Education Act (IDEA) and has budgeted in FY 25 for the education of children with disabilities at least, an equal dollar amount as expended the prior academic year.  Ms. Graf will be at the meeting to answer any questions.  

Public Content:  The Technology Bid in the amount of $36,793.80, and Single Source Items in the amount of $207,350.49 for a total of $244,144.29 is recommended.

This amount is lower than the budgeted amount.  Pre-bid amounts were estimated at $245,800.

As has been the practice in the past, a number of items in the bid are "Single Source", meaning some items are only available from certain vendors.  The remaining items will be awarded to the lowest responsible bidders.

Public Content:  This will be the 13th year of the 1-to-1 project for the district.  Annually, the cost of this project is estimated at approximately $75,000.  Total bids came in at $72,564.00

I am recommending the One-to-One Laptop Bid in the amount of $48,000.00 and the Single Source Items in the amount of $24,564.00 for a total of $72,564.00.

Public Content:  The board of education has developed a practice of inviting students and their parents to the board meeting to regognize them for placing in state competitions.

Public Content:  The Board of Education wishes to be responsive to the community and welcomes patrons at all meetings.  Requests to speak may be made when the board president asks if any visitors have items to bring to the attention of the board.  Speakers are asked to limit their remarks to five (5) minutes or less and groups with the same special interest may be asked to appoint a spokesperson.

The 2023-2024 financial records were audited by representatives from Jarred, Gilmore and Phillips, PA. 

The district audit report is attached.  Also enclosed with that report was the summary letter to the board. 

A representative will be present at the meeting to present the audit and answer any questions the board may have.  If board members have questions, please feel free to contact the office so that the questions can be forwarded to the auditor before the meeting so that he has time to prepare responses for the meeting.

The board approved Jarred, Gilmore and Phillips, PA as the district auditor at the end of 2019.  The total fee for the 2023-2024 financial audit was $10,000.

The fee for the 2024-2025 financial audit shall not exceed $7,400 without a single audit and the additional fee for the Single Audit will not exceed $2,900 per major program. The board is asked to approve the engagement letter with Jarred, Gilmore and Phillips, PA for the 2024-2025 financial audit in the amount of $10,300.

Public Content:  Attached is our Student Enrollment Projection and Non-Resident Enrollment capacity report we are required to adopt on or before May 1, 2024.  We are sharing information on our projected enrollment in all grades for the 2025-26 school year as well as the number of non-resident students we are setting for our capacity.  Setting the number of non-resident students we will accept is very difficult as we don't know how many new students we will have move in over the summer into our district.  Setting thresholds is challenging for us due to possible future growth.  
Some people have asked me why we accept non-resident students in our district.  We receive funding for them at a BASE (Base Aid for Student Excellence) dollar amount this year of $5,378.  If we didn't accept students from out of district, we would have to strongly consider having two classes per grade level instead of three classes per grade level.  Students from out of the district in the past are screened very carefully and are usually good students.  If they are not, they won't continue to attend USD 244.   
Building administration as well as building staff were involved in calculating these class sizes.

Access to Blended Learning courses, including access to an online curriculum, will be billed as follows:
Individually per student:  $ 450 per student, per semester.

• Fees will be divided into 2 payments
  • The district will be billed for the first half of the fees by October 1
  • The district will be billed for second half of fees by February 1

Public Content:  Annually the district accepts bids on dairy products (milk, cottage cheese, sour cream, yogurt, and juice.)  This year the district received one bid from Hiland Dairy Foods, Co., LLC.  We have used this company in the past. The prices within the bid are subject to change to refelct the cost of raw milk. This has been common practice for years.  I recommend the board accept the bid as presented from hiland Dairy Foods, Co., LLC.
