5.a. Superintendent's Report

Description:

Thanks to the school board, staff, and community for the warm welcome. I am excited to lead the Cedar Mountain School District in the year ahead!

Our commercial property insurance renews on July 1 with EMC (Farmers Union/Harmoning Agency). The premium increase is $41,000 (39%). The increase to our work comp insurance accounts for $17,000 of the increase. Also, the coverage for our roofs is changed from replacement to actual cash value. The deducible for the Franklin building will be $25,000. The deductible for the Morgan building will be $50,000 for wind/hail and $25,000 for everything else. Our agent, Joel Harmoning, did check with other companies and was unable to obtain another quote at this time. He is optimistic that we can get a quote from Liberty Mutual next year and compare it to the EMC renewal.

We are advertising to receive bids for snow removal. Bids are due on July 19^th.

We did not receive any bids for our dairy products. So, we will continue purchasing from East Side Dairy (formerly Prairie Farms) at market prices.

The school board terms for Christine, Brycen, Tim and Joe will expire on December 31, 2024. The first required notice for the school board filing period will be published before July 16.

I am meeting with representatives of the SWWC Coop on July 17 to discuss our special education services. Cliff Carmody (SWWC Coop Director), Mary Palmer (Senior SPED Director), and Julie Menages (SPED Director assigned to CM) will be in attendance. The meeting is to clarify services provided, costs, and clarify mutual expectations.

I am meeting with APEX to discuss facilities issues and plans on June 24.

Teachers will be paid $210 per day or $26.25 per hour for work performed on behalf of the school district. This will apply to various trainings and/or serving on school district committees or trainings that the school district has requested teachers to attend. Advance approval by the building principal is required for a teacher to be eligible to receive payment. The effective date for this payment is June 1, 2024. This administrative decision will remain in place until we negotiate contract language next year in the 2025-27 teachers master agreement. The teacher representatives were consulted and are agreeable.

There is a significant staff development expense this summer as 31 teachers will attend two days of literacy training for the Read Act in August. That cost will be $13,000, paying them at $210 per day. Our staff development revenue for FY 25 is $62,000 plus an additional amount of about $30,000, which must be used to teacher professional development and curriculum related to the Read Act.

I will be supervising the head custodians. I will meet weekly with each to review job responsibilities, monitor progress and discuss facilities issues.

Description: The Revised FY 24 budgets were approved by the school board on April 15. The preliminary FY 25 budgets are attached. The superintendent recommends approving the FY 25 preliminary budgets.

Description: The superintendent recommends setting food service prices for the 2024-25 school year as follows:

Lunch = $5.00*
*Or the minimum amount set by MDE. Each year, on August 1, MDE sets a minimum price for adult meals. School Nutrition Programs funds may not subsidize meals served to adults. So, the meal price must cover the full cost of the meal. The calculation is based on the current year’s State and Federal reimbursement rates plus the national average per meal value of U.S. Department of Agriculture Foods. The 23-24 minimum price set by MDE was $2.25 for breakfast and $4.95 for lunch.

9. Disolve Non-Certified Relations Committee and Appoint Non-Certified Negotiations Committee

Description: The Minnesota Bureau of Mediation Services certified AFSCME of St. Cloud, MN as the exclusive representative for Cedar Mountain non-licensed employees excluding clerical office staff and supervisory employees. The superintendent recommends that the school board dissolve the Dissolve Non-Certified Relations Committee and Appoint a Non-certified Negotiations Committee.
