This document compares our budget to actual for both revenues and expenditures for this year with prior fiscal years at the same point in time. This is the third (and final) review of the year - the prior review's were done in October 2025 and January 2026. We review this upon the recommendation of our auditor and for our bond rating.

16. Approve the group health insurance bid from Blue Cross Blue Shield.

Description:
At the beginning of March, we received three health insurance quotes for our renewal on July 1, 2026. These included quotes from Blue Cross Blue Shield (current provider), Medica (through SWWC/Minnesota Healthcare Consortium group insurance pool), and PEIP. With assistance from Paul Pederson, our insurance agent, the Insurance Committee compared these 3 plans and discussed the pros/cons to each proposal.
To offer what is best for our employees, the Insurance Committee is making the recommendation for the board to approve the BCBS proposal effective July 1, 2026. This includes a 10.2% - 12.1% increase for year 1 depending on the chosen plan and a 2nd year rate cap of 16.5%. |
