A consent agenda consists of items that are, by general agreement, acceptable to all Board Members without discussion and can be approved by a single vote.  The Consent Agenda shall include items of a routine nature on which the Board of Education has received sufficient background information to take action on the items presented for approval.  Typically, the following routine items are included as part of a Consent Agenda: 1) minutes; 2) bills for payment; 3) periodic reports; 4) personnel; and 5) resolutions that are adopted annually.

The fees charged for a reduced-price meal are established by the National School Lunch Program (currently $.40 for lunch and $.30 for breakfast). The last time the board approved the lunch fee for a full-priced meal was May 2025 at $3.45 for both elementary and junior high students.  

Districts are required to increase meal fees $0.10 each year. The District Administration is recommending to minimally increase lunch fees from $3.45 to $3.55.  

The Administration also recommends maintaining the breakfast fee at $1.30 per full-priced meal at both the elementary and junior high levels.

For the 2026-2027 school year, the recommendation is for the price of a carton of milk to remain the same at $0.50.

After completing the second year of our contract with Organic Life, the District has an option for yearly renewal, not to exceed two additional one-year extensions. Administration is recommending that the food service contract between Organic Life and CCSD59 be renewed with a 2.7% increase. This is based on the CPI-All for December of 2025.

The District is finishing the first year of its contract with Republic Services. This year, the contract with Republic indicates a 5.0% rate, resulting in an increased monthly charge of $357.04, with the total charge being $7,497.98 per month compared to the previous rate of $7,140.94 per month. The District Administration has signed and agreed to renew until May 2028 with a max increase rate of 5% per year.

The Insurance Committee met with Alera Group to review renewal projections. Tentative details are outlined below:

Self-Funded PPO Plan

• Proposed increase: 10.7% (cost of 15,491,658)

• Actual increase with BCO changes: 7.52%

• Actual increase with BCO HSA (required changes): 7.45%

• Estimated cost savings: $486,000

Fully-Insured Blue Advantage HMO

• Proposed increase: 22.3% (cost of 3,564,758)

• Proposed increase: 4.5% (cost of 925,753)

• Actual increase: 0.85%

Dental HMO

Community Consolidated School District 59 maintains an asphalt maintenance program that requires sealcoating, restriping, and crack filling of approximately half of the district’s parking lots and playground areas every other year. This program is designed to prolong the life of the asphalt.

 This summer, asphalt maintenance is scheduled for sealcoating and restriping at the following locations: Admin Building, Grove, Holmes, ELC, Devonshire and Forest View. Restriping only will be at the following locations: Friendship, Brentwood, Clearmont, John Jay, Juliette Low, Frost, Rupley and Salt Creek. Denler Inc submitted a $69,463.60 total low and responsive bid for the completion of the work specified.  

The revised CCSD59 e-Learning Plan is presented for Board approval as a three-year renewal that builds on the District’s established, state-aligned framework for implementing up to five e-learning days in place of emergency closures. The plan ensures continuity of learning through a balance of synchronous and asynchronous instruction tied to curriculum and Illinois Learning Standards, while maintaining flexibility for the District to determine when e-learning or traditional make-up days are most appropriate. It reflects ongoing collaboration with bargaining units, emphasizes equitable access through devices, connectivity support, and differentiated learning for all students, and outlines clear expectations for staff, students, and families. With structured communication, staff training, and continuous review by a representative committee, the plan is designed to deliver high-quality, accessible instruction while minimizing disruption to student learning.
