Description:

8)a)5) Consider Approval of the Public Safety Data Sharing Agreement with Johnson County
Description:
Recently, law enforcement agencies in Johnson County entered into an agreement to use a shared software program called SOMA Global for Computer Aided Dispatch (CAD) and Report Management Systems (RMS). During the onboarding and setup process, it became evident that an additional agreement was necessary among all participating agencies to fully utilize the system's capabilities. This agreement will enhance the agencies' ability to share information with each other in real time, significantly benefiting investigations as well as the safety of officers and the public.

8)a)6) Consider Approval of Tarleton Today MOU for 2026-27
Description:
Tarleton Today is the most affordable dual enrollment program for Texas high school students who seek to challenge themselves and accelerate their college preparation. Students will have the opportunity to earn college credit, and teachers will receive robust professional learning and development to deepen their class- room impact. Tarleton Today will work to serve students and teachers across the entire state of Texas. Tarleton Today is a dual enrollment program similar to dual credit. Dual enrollment allows students the opportunity to accept or decline the college grade they receive. Additionally, the student’s high school grades
can be different from their college grades. |

8)b) Consider Approval of T-TESS Evaluators
Description:
Board Policy DNA LOCAL states: The Board shall approve a list of certified appraisers who can appraise a teacher in place of the teacher's supervisor. Oftentimes, if an employee requests a second appraisal, a certified appraiser who is not the teacher’s supervisor will be asked to perform the evaluation. |

8)c) Discussion and Possibly Consideration of TEA Application of HB 2: Delay of Teacher Certification Requirements and MOU with Teachworthy to Support HB 2 Requirements
Description:
House Bill 2 updated the requirements for certifications and applied additional restrictions regarding areas where school districts are allowed to employ teachers who do not hold the appropriate certification. The new guidelines limit districts’ ability to include exemptions from some certification requirements that were previously allowed through the DOI process. Delay of Teacher Certification Requirements Application and Process: TEC, §21.0032 (a-1) authorizes the commissioner of education to approve district requests to delay the implementation of certification requirements for foundation curriculum courses until the beginning of the 2029-2030 school year. After further discussions with other districts and our partners at Teachworthy and IWU, it has been determined that it would be best to have the delay option in case we need to hire and want to be in compliance. This application will have to be submitted to TEA in February and will have to be voted on at the February meeting.

8)d) Discuss and Consider Policy Change to DEC(LOCAL) Regarding Accumulated Leave Upon Retirement
Description:
Beginning in 2020, employees’ local days became eligible for reimbursement upon retirement. According to DEC(LOCAL), the board must adopt the reimbursable rate. The recommended rates may be found in Administrative Guidelines for Local Leave Rates Upon TRS Retirement. In addition to the rates, we recommend updating DEC(LOCAL)to reflect a maximum of 50 days, rather than 100, to align policy and administrative regulations. |

8)e) First Review of Senate Bill 11 Regarding Daily Prayer Time
Description:
SB 11 from the 89th Legislative Session adds Texas Education Code section 25.0823, which allows school boards to designate time each school day at every campus for students and employees to pray and read the Bible or other religious texts. The bill requires that within six months of the effective date (by March 1, 2026), each district’s board must take a record vote either to establish the daily prayer time and reading of religious texts by adopting the resolution set out in the new statute or to decline to establish the daily prayer time. |

8)g) Consider and Take Action on Order Calling the Godley ISD School Board Trustee Election on May 2, 2026
Description:
In accordance with the Texas Election Code and Texas Education Code §11.059, the District is required to hold an election to fill expiring terms on the Board of Trustees. The terms for Place 6 and Place 7 are set to expire in May 2026. This action item formally "orders" the election, which is a statutory requirement that must be completed no later than the 78th day before election day (Friday, February 13, 2026). |

8)h) Approve Appointment of Election Judge for the May 2, 2026 General Election
Description:
Pursuant to Texas Election Code §32.001, a presiding election judge and an alternate presiding judge must be appointed for each election precinct in which an election is held. These individuals are responsible for the management of the polling location, ensuring the integrity of the voting process, and resolving any disputes on Election Day.

8)i) Consider Joint Election Contract with the City of Godley to Share Election Locations
Description:
In accordance with Texas Election Code Section 11.0581, Independent School Districts are required to hold joint elections with another political subdivision (such as a city or county) to increase efficiency and streamline the voting process.
