7. Persons to be Heard
Description:
Persons to be Heard Preamble
Persons to be Heard is an opportunity for members of the public to speak to the Board about a topic that either is on the agenda or is not on the agenda. No board deliberation or action will occur in response. Questions for clarification on non-agenda items may be posed by Board members. The Board may choose to refer non-agenda items to the Superintendent (or designee) for further action. The standard time limit for comments will be 3 minutes, unless otherwise stated by the Board President, with consent of the Board. A timer is used, and a sound will indicate when time expires. All comments must be respectful and charges or complaints against specific employees are not permitted (per Alaska state statute). Members of the public are referred to Board Policies 1312, 1312.1, 1312.2, 1312.3 (and associated Administrative Regulations), as well as to Board Bylaw 9323(a), for information about how to lodge complaints. Speakers are also asked to please state their full name for the record, prior to speaking. |

12.a. Inservice Date Change Request
Description:
Andrew Hames is requesting that the District-Wide Inservice day scheduled on April 19th be moved back a week to April 12th, to accommodate the number of students in the building for Southeast Music Festival.

12.b. Ariel Starbuck - Board Approval for Planned Study Trip with Students to Antigua, Guatemala over Spring Break.
Description:
Planned study trip (Spanish) to Antigua, Guatemala with students over Spring Break (March 5-16, 2024). Students will miss two instructional days.

12.c. Funds from FY23 Transferred to SHS Activities Fund
Description:
Funding from FY23 in the amount of $132,000 to be transferred to SHS Activities Fund.

12.d. Soundboard Upgrade for PAC ($50,000) and Matching Grant Fund ($25,000)
Description:
From the PAC Special Revenue Fund. Will not impact the General Fund.
The Friends of the Performing Arts have been raising approximately $100,000 per year to help with replacement costs for the PAC. Recently, they purchased a new sound board. Mr. Bradshaw is recommending the district reimburse the Friends of the Performing Arts for the cost of the new board, at approximately $50,000. The Friends of the Performing Arts are also applying for a grant from the Rasmussen Foundation for $50,000, which needs a matching amount of $25,000. Mr. Bradshaw is recommending that the district provide the $25,000 needed for the matching grant requirement. Both the $50,000 and the $25,000 will come from the PAC funds, which currently has an approximate balance of $175,000, and is not part of the General Fund. The $50,000 Rasmussen Foundation grant, if awarded, will be used to help replace old lighting in the PAC with LED lights, which will net savings on electricity for the PAC. |
12.e. Coaching Stipend Increase
Description:
Approval of 2% Coaching Stipend Increase. Originally scheduled in FY23, it was dropped due to budget concerns. The cost to the General Fund will be approximately $1,500.00.

12.f. Increase Daily Substitute Rate of Pay to $200/Certified Subs and $150/Non-Certified Subs
Description:
Proposed increase to the daily rate of pay for substitutes in SSD to $200/day for certified substitutes, and $150/day for non-certified substitutes. The district continues to struggle with hiring quality substitutes, and hopes this increase will attract more interest in substitute teaching.

12.g. Compensation to Interim Superintendent Bradshaw
Description:
Compensation to Interim Superintendent Bradshaw for two (2) days' work in June, outside of his FY24 contract.

12.h. Approval to Renew Sunsetting 2023 AASB Resolutions
Description:
AASB recommends renewing all 28 resolutions that are sunsetting this year. The Board will review these resolutions and vote to accept the resolutions as presented, or will suggest amendments.

12.i. Executive Session - Discuss District Finances, Including Related to Negotiations
Description:
An Executive Session may be held in accordance with and under the provision of AS 44.62.310 (c) (1) matters, the immediate knowledge of which would clearly have an adverse effect upon the finances of the District. The subject of the executive session is to discuss District finances, including those related to SEA union negotiations.
