9.2. Adopt Proposed Policy Modifications

School Board Policy 208 states: If a policy is modified with minor changes that do not affect the substance of the policy or because of a legal change over which the school board has no control, the modified policy may be approved at one meeting at the discretion of the school board. Policy 210: Conflict of Interest — School Board Members Policy 802: Disposition of Obsolete Equipment and Material

9.3. Acceptance of Health Insurance Proposal

Description:
The Insurance Committee, composed of multiple perspectives from district groups, reviewed multiple health insurance proposals and is recommending the district remain with HealthPartners. HealthPartners submitted the most competitive proposal, with a 9.4% aggregate premium increase for calendar year 2026 and a rate cap of 12.0% for calendar year 2027. The proposal includes changes to plan designs, including adjustments to deductibles, copays, and out-of-pocket maximums, as well as the addition of ancillary convenience care options through Kavira. The HealthPartners proposal has been recommended by the committee, including the acceptance of the exclusive representation of the district’s largest bargaining group, United Educators Local 3748.
Recommended Motion(s):
The recommendation is, the School Board accept the proposal from HealthPartners to provide health insurance coverage for calendar years 2026 and 2027.

9.4. Acceptance of Dental Insurance Renewal

Description:
HealthPartners proposed an 11.9% increase in dental premiums for calendar year 2026. While no rate cap was provided for calendar year 2027, the district intends to continue coverage with HealthPartners through 2027, subject to annual renewal terms.

The recommendation is, the School Board accept the proposal from HealthPartners to provide dental insurance coverage for calendar years 2026 and 2027.

10. Board Forum

The Board Forum provides School Board members with an opportunity to share items of interest and information from their home district. Board members may share verbal updates at the meeting which are pertinent to all the member districts related to the following: MSBA, AMSD and special events in Northeast Metro 916 and Member Districts. |
