4.2.a. Continuing Grant from the United Way of West Central Connecticut (Kids in the Middle)
Rationale:
The United Way has continued funding $15,000 for half of the Coordinator salary of the “Kids in the Middle” program at Chippens Hill Middle School. The remainder of this salary is paid through another grant. This program engages students in volunteer activities throughout the school and our community.

4.2.c. People Empowering People Grant
Rationale:
The FRC is applying for grant funds from State Education Resource Center (SERC) to implement two parent leadership training. People Empowering People Program is a twelve week curriculum designed to train parents in advocacy skills including setting goals along with devising and implementing an action plan that increases parent involvement in the schools and the community. PEP is designed to build on parent strengths and recognizes the unique life experiences and capacities of each person. PEP training will be offered at Bristol Head Start and at the Women & Children’s Transitional Shelter; these parents have children in our FRC schools and live at or below the poverty level. The ultimate purpose of this training is to encourage parent involvement in the school and work towards the elimination of the achievement gap. This is a two year grant (October 1, 2011 – 2013) for $14,000 per year for a total of $28,000. Funds are fully secured for year 1 of this grant and year 2 is dependent on availability of funds.

4.2.d. FRC Reading is Fundamental Grant
Rationale:
CTO/SSS FRCs is participating again in the 2010 Book Smart campaign offered by the National Reading is Fundamental Organization (RIF) in partnership with local Macy’s Department Stores during summer 2011. It is unknown at this time, how much funds will be generated and what the actual amount would be for each approved RIF site that participated in the campaign. However, the campaign went exceptionally well. The FRC will receive between 6,000 to 12,000 (or more) toward literacy skill building activities. These funds are used to support our RIF programs and allow us to purchase higher-quality or higher-interest books; bilingual or multicultural books, or books for children with special needs; and defraying the cost of motivational activities, including supplies, decorations, treats or snacks, fees for costume characters, professional storytellers, authors, or illustrators and/or any activity that promotes building children/parent’s literacy skills and knowledge. These funds can be expended on an as needed basis and are not subject to a specific time frame.

4.2.e. Annual funding from the Carl D. Perkins Career & Technical Education Act of 2006
Rationale:
Bristol has received a federal grant in the amount of $107,102.00 from the Carl D. Perkin Career & Technical Education Act of 2006 to support Career & Technical Education programs at Bristol Central and Bristol Eastern High Schools.

4.2.f. Quality Enhancement Grant for South Side & O'Connell School FRC's
Rationale:
The Quality Enhancement Grant is being submitted to the Bristol School Readiness Council for the purpose of enhancing the services provided by the Family Resource Centers (FRC) at O'Connell and South Side Schools. The FRCs are charged with the responsibility of providing comprehensive family support services and building a strong school-family-community partnership that strengthens healthy family living. This grant request supports the Kith and Kin Services program. Kith & Kin refers to families using informal childcare arrangements between or among relatives, friends and neighbors. The Comprehensive Family Services program supports parent leadership workshops, health fair bags and road to reading which distributes free books for preschoolers. The grant funds assist in the continuation of these programs that are consistent with the basic goals of the FRCs. The FRC has been fortunate to receive these funds, yearly for the past seven years but this year the available funds have been reduced from 7k to 4k.

6.1. Hat Day - Sophomore Class Fundraiser
Rationale:
For the day before the annual Thanksgiving Day Football game (November 23rd) the sophomore class is looking to raise money for the class by seeking a waiver of the "No hat rule" by allowing students who pay one dollar to wear a hat for the day, which is an early dismissal for students.

6.2. Approval of Furnishings, Fixtures and Equipment (FF&E) Packages for the West Bristol & Forestville School Building Projects
Rationale:
Both the West Bristol and Forestville Building Committees have approved their Furnishings, Fixtures and Equipment packages. These packages include all furniture, non-consumable classroom materials and technology. Approval of these motions authorizes the administration to take these packages to the School Facilities Bureau for approval.

6.3. Webster Bank 457 Deferred Compensation Plan
Rationale:
The Board of Education adopted a 45(b) plan through Webster Bank many years ago which made available deferred compensation benefits of the Internal Revenue Code Section 457 Plan available to its employees. We are now required to amend and restate the Plan document in order to incorporate the current provisions of Section 457(b) of the Internal Revenue Code and the IRS 457(b) Regulations so that the Webster Bank Plan remains an eligible deferred compensation plan. We also are asking the Board to approve closure of the Webster Plan to new participants and to provide that the two active employees currently contributing to the Plan be grandfathered during the course of their employment with the Board.
