4.2.b. Discovery Grant for Family Resource Program
Rationale:
Bristol FRC’s is applying for a grant from the Bristol Discovery Collaborative to fund FRC programs that support the Discovery initiatives to ensure that children are ready for kindergarten. Grant funds will support three FRC programs in the 2009-10 school year. These programs are: 1) Raising Readers, an 8 week curriculum designed to build parent’s literacy skills and promote reading time at home with their children. Three Raising Reader programs will be implemented at three different locations (SSS, CTO, and at a Community Site to be announced); 2) People Empowering People Program at SSS and CTO, a 15 week parent leadership curriculum which teaches parents to be strong advocates for the needs of children; and 3) The O’Connell School weekly playgroup considered an excellent program to help parent prepare their young children for pre-school and kindergarten.

4.2.c. Emergency Relief Funds for South Side & O'Connell School Family Resource Center
Rationale:
Bristol FRC’s is applying for a grant from the Community Development Block Grant (CDBG) fund for Emergency Relief Funds for South Side and O’Connell School Families. These funds are deposited into the School Activities account. This grant has been funded in the past by CDBG and meets the immediate need of families receiving services from the FRC schools. These funds are used to, improve families living environment/health and FRC provides brief case management services to ensure that these families are in contact with other agencies that can provide ongoing support services. A few examples of situations that this grant has funded in the past are: basic furniture supplies like beds, bedding, kitchen table etc., ensuring that a growing baby has a crib (baby was sleeping in a basinet, that was not safe), some groceries until they can get to the food bank, help with a phone bill, car repair, etc. The families served from the O’Connell School and South Side School district have a demonstrated need as verified by their eligibility for free/reduced lunch and/or living in situations that do not meet the basic needs of the family due to issues of poverty, lack of employment, appropriate housing and the rising cost of living in the state. The funds are expended as needed on a case by case basis with all funds expended between July 1, 2009 through June 30, 2010. |
4.2.d. Energy Assistance Grant from the State of Connecticut
Rationale:
“Section 7 of An Act Concerning Energy Assistance (Public Act 08-1 of the August Special Session) provides $6.5 million in grants to local and regional school districts to assist them in heating school buildings in such districts. The General Assembly recently approved the allocation plan (Simulation A) to the districts calculated on a per pupil basis.” |
4.2.e. United Way Grant in Collaboration with the Family Center/Bristol Boys & Girls Club
Rationale:
Bristol FRC’s in collaboration with The Family Center/Bristol Boys & Girls Club (FC/BBGC) is applying for a grant from United Way to provide Ages & Stages Screenings (ASQ) to approximately 150 children ages birth to five served by the FRC and by the FC/BBGC. FRC Staff will conduct Ages & Stages screenings at the FRC and at the FC/BBC. The ASQ is designed to screen children for developmental delays during the critical first 5 years of life. In addition to a screening tool it is also a learning tool for parents. The ASQ is completed by the parent and a certified FRC Parent Educator who reviews their child’s development across these developmental domains: communication, gross motor, fine motor, problem solving, and personal-social. The Parent Educator scores the ASQ and reviews findings with the parent and makes appropriate referrals and recommendations to the parent. If a child’s scores indicate a possible delay, the child will be referred for further more in depth evaluation. Extensive research on the ASQ has found this tool to have high reliability and validity with strong evidence supporting it as an effective early detection tool.

6.2. Adoption of Calendars for the 2009-2010 and 2010-2011 School Years
Rationale:
Copies of both calendars were sent to all bargaining groups and P.T.O./P.T.A Presidents asking them to review and submit input to the Human Resource Office by January 23, 2009. There are two minor changes.
