7. Public Comments
Description:
Individuals wishing to speak during public comment must complete the Public Comment Form and submit it to the Board Secretary prior to the start of the meeting.
Members of the public may speak during this portion of the meeting. Comments are limited to five minutes. Board members will not respond to public comments or questions during "Public Comments". Should total Public Comments approach or exceed a cumulative time of 30 minutes, the Board may suspend additional Public Comments until immediately prior to the Board and Superintendent Comments portion of the agenda.

Description:

10. Action: 2022-2023 (FY23) Amended Budget
Description:
The amended budget document for fiscal year 2023 (2022-2023) is attached for review. Notice of publication and public availability of the tentative budget amendment was completed at least thirty days prior to this meeting. The reason for a budget amendment is so that the budget more accurately reflects actual expenditures and revenues. At the time of initial budget approval, revenues and expenditures are only estimates. The supporting documents are stored within the hearing portion of this meeting.

11. Action: Memoranda of Understanding with RCSEA
Description:
The Board is asked to approve two Memoranda of Understanding with the RCSEA.
One applies to adding an Assistant Athletic Director position for one school year to support the transition resulting from the retirement of the Athletic Director, Jane Jordahl. The second applies to the District providing financial support to international teachers. This financial support is not additional compensation but reimbursements for costs associated with maintaining their legal status to work for RCS as well as some initial relocation expenses. |
12. Action: Salary Advance Provision
Description:
The Board is asked to approve the Salary Advance Provision for Newly Hired Full-Time (1.0 FTE) Licensed Staff as outlined in the attached document. A typical new-hire teacher begins working for RCS during the first week of August, but is not eligible for pay until the September 15 payroll. This provision allows an individual employee to enter into an agreement that allows a salary advance of up to $2,500. This is not additional compensation to the employee, and this does not cost the district additional money. There is a risk that an employee would not fulfill their obligations and the district would need to collect the money advanced to the employee. Overall, this is intended to make us a more competitive employer by providing a one-time opportunity for new employees to assist with establishing themselves in the community and taking care of up front major expenses like moving, apartment rental, damage deposit, or other immediate needs. |

14. Action: Alternative Program
Description:
The Board is asked to approve the creation of Bulldog's RISE. This approval is intended to authorize the Administration to move forward with programming which includes staffing, procurement of materials, and the process of identifying and placing students. As with any other school or program, in the future, the Board will still be asked to authorize the hiring of specific staff and expenditures. The Administration is not yet making a recommendation for location of the program nor is Administration requesting the purchase or lease of property at this time. It is the preference of Administration, that his program will be housed in a location outside of a current school building and within RCS. Any outside location will be brought to the Board for approval.
