Rationale:
The networking hardware to be replaced makes up the backbone of the KPS internet infrastructure. E-Rate funding is an opportunity to refresh this 7-10 year old infrastructure at an approximately 80% discount. FY2020 funding is the last of a 5-year use-it-or-lose-it funding cycle.
