Rationale:
We have been selected to participate in the 2017 National Assessment of Educational Programs (NAEP) in grades 4 and 8. The tests are anticipated to be administered between January 30th and March 10th. I have recently been elected as the President of the Western Connecticut Superintendent Association for a two-year term. Dr. Barile from Brookfield was named the President Elect.

6.A. SAT Summary 2016
Rationale:
As you are aware, the Governor and Commissioner changed the testing protocol for high school students last year. Instead of taking the SBAC, the State of Connecticut made the Scholastic Aptitude test mandatory for all 11th grade students in March of 2016. The results of this SAT are unique in several ways, making them impossible to compare to previous years results. First, it is the first administration of the new assessment (aligned to the core standards). The format and types of questions are very different than what we took in school. Second, the results now include all students. In previous years, only students who were thinking of attending college would participate in the testing. Below is a summary of the results. We can compare our data to the state and nationally, but comparisons to the DRG and surrounding communities are not available yet. There is a lot to be proud of in the results. First, Bethel far out performed the state and nation. In addition, the gap between literacy and mathematics is not as wide. I would like to thank Dr. Issa, mathematics teacher at BHS for putting together this information for our review.

7.A.2.a. 5141.21 - Administration of Medication
Rationale:
Over the past several years, there have been multiple legislative changes to Policy 5141.21, Administration of Medication. The most recent change is Public Act 15-215. The Act went into effect July 1st and the district has complied with the requirements since that date. Essentially, the law allows for qualified school employees to administer anti epileptic medication to students with medically diagnosed epileptic conditions that require prompt treatment, with written authorization of the students parent, and written order by a physician. When reviewing our old district policy and compared it to the Shipman and Goodwin model policy, the team concurred that the model was much more streamlined. Therefore, the administration is recommending using this new version. The policy was reviewed by our Health Coordinator and Director of Pupil Personnel before going to the Committee for a first reading.

7.A.2.b. 3542.22 - Food Services Personnel Code of Conduct
Rationale:
Policy 3542.22, Food Service Personnel, Code of Conduct is a new policy. The US Department of Agriculture, which regulates food service programs requires policy to develop and implement a Code of Conduct for Food Service Employees.
The code of conduct is to prohibit employees from soliciting from prospective contractors any kinds of gifts, travel packages, and/or other incentives of value. However, the code of conduct must provide for gifts that are unsolicited and of nominal value which may be accepted by the employees.

Rationale:
Summary of the Briefing: 1) The Board of Finance reduced the Board of Education operating budget by $75,000. The Administration recommends the following account reductions: 2) The ECS (Educational Cost Sharing) from the State of CT has been reduced for Bethel Public Schools. The difference between what was budgeted as revenue for the Town vs. new amount due from State is a shortfall of $57,106. As a result of completing negotiations with all the remaining bargaining units and, where appropriate moving employees to the Connecticut Partnership Plan 2.0, we have savings in next year’s budget of approximately $150,000. Therefore it is recommended that we plan to return at least $57,106 to the Town at the end of 2016-2017 to offset the loss of revenue to the Town. No motion is currently needed.
