Goal/Constraint Progress Measures - Board Goal 2, 4, and Guardrail 2 (40 min)

Board Goal 2 - The percentage of students on grade level (meets grade level) in math at the end of 3rd grade will increase from 11% in June 2022 to 50% by June 2027.

GPM 2.1 - The percentage of PreK students that score at or above grade level in CIRCLE PM overall math will increase from 92% in May 2024 to 93% by May 2025.

GPM 2.2 - Roscoe ECC - Predicted performance on Content Based Assessments for Kindergarten scoring at or above grade level will increase from 85% in May 2024 to 90% by May 2025.
LSOA - The percentage of Kindergarten students scoring at or above grade level norm on Universal Screener for Number Sense Math assessment will improve by X percent, which will be set after the completion fo the BOY assessment in September 2024. USNS is a new assessment for LSOA this year, therefore a baseline is not known at this time. |
GPM 2.3 - Roscoe Elementary - Predicted performance on Content Based Assessments for 1st grade math scoring at meets grade level will increase from 78% in May 2024 to 82% in May 2025.

Board Goal 4 - The percentage of students who perform at the meets grade level or above on the Math STAAR/EOC will increase from 9% in June 2022 to 50% by June 2027.

GPM 4.1 - RECC - Math CBA achievement at meets grade level will increase from 85% in May 2024 to 90% in May 2025.
RE - Math CBA achievement at meets grade level will increase from 44% in May 2024 to 54% in May 2025. LSOA - 3rd through 8th grade ELA Interim 2 assessment performance will increase from 42% in May 2024 to 45% by May 2025. RCHS - Math CBA achievement at meets grade level will increase from 38% in May 2024 to 45% by May 2025. |

Description:
The third amendment to the agreement will revise the number of students needed per PIEMS clerk that may be hired at RCISD for LSOA.
Our RCISD LSOA team has been working collectively. The team believes that 1 clerk per 1,000 students as outlined in the 2021 Roscoe K12 EPSA, (initial agreement, page 7, section 4.8.1) is not necessary. The amendment will increase the number of students ratio to 1,600 students per clerk. I have attached the original STRIDE K12 contract and the 1st and 2nd amendments for your reference. |

Consider action to approve the RCISD Employee Retention Stipend
Description:
At the RCISD Regular Board Meeting held on November 27, 2023, the board approved the following:
"Motion to approve a retention stipend of $2,000 dollars for all full-time RCISD employees and part-time custodial staff employed on December 22, 2023." The board directed me to place the retention stipend at the RCISD November Regular Board Meeting. If the board follows what was previously done, RCISD would be compensated an additional $2,000 dollars for employees employed on December 20, 2024. The stipend and stipend amount is at the discretion of the board. Currently, there are approximately 115 employees that would qualify for the stipend if distributed as last year. If the board elects to provide a retention stipend at $2,000 dollars each, the cost is approximately $230,000 dollars. If the board recalls, we discussed this topic in our budget workshop over the summer prior to adopting the 2024-25 budget. A point that was discussed was the funds could be covered by RCISD moving to a 180-day calendar for students to capitalize on 1/2 ADA funding for students that attend summer school. |
