VII.e. 2021 Proposed Tax Rate

Voter-Approval tax rate: $0.24080/$100 Proposed tax rate: $0.22/$100 Tax hearings are not required. The Tax Rate will be adopted at the Board of Regents' meeting on Monday, September 13, 2021. |
VII.f. Tuition Increase

Description:
The Frank Phillips College Regents approved a 2 percent increase in tuition and fees at the April 2021 Board meeting. Since that time, information technology, utilities, professional services, and other costs have increased more than anticipated. In addition, the final valuation of assessed property values decreased resulting in a loss of ad valorem tax revenues.
Budget Information: To compensate for the additional cost increases and reductions in ad valorem revenues, an additional $4 increase in tuition beginning with the Spring semester will provide an additional $64,000 based on projected enrollment. The attached Texas community college tuition and fee comparison indicates that FPC will still be competitive with area community colleges with the tuition increase. There is no recommended increase in fees for the Spring 2022 semester beyond what the Board previously approved at the April 2021 meeting. |
VII.g. Closure of Hereford & Dumas Cosmetology Programs

Description:
Frank Phillips College has operated cosmetology programs in Dumas and Hereford for several years. Naturally, since the inception of the program, the expenses to operate the facilities have continued to increase each year. Unfortunately, the number of students enrolled in the programs have declined. During the Spring 2021 semester the Hereford facility had only 5 students, the Dumas campus had 15 students.
There are no students currently enrolled at the Hereford center. There are six students at the Dumas campus who are finishing at the end of August or shortly thereafter. Any Dumas student who has not finished the required number of hours will be offered the opportunity to finish at the Borger campus and housed in college housing at no cost. The faculty member teaching at Dumas lives in Fritch and will begin teaching at the Borger campus. The faculty member teaching at Hereford will earn a barbering instructor license to instruct Borger faculty so that barbering courses can be offered in the future. Budget Information: A fiscal analysis of continuing the cosmetology programs at Hereford and Dumas indicates that the programs result in a net loss to the college system of approximately $100,000 per year. During times of fiscal exigency, these resources can be better used to help pay for other rising college costs. |
VII.h. Close Bank Account - First National Bank Dumas

With the approval of the closure of the Dumas Cosmetology program, it is no longer necessary to maintain a bank account in Dumas.

Description:
Policy Update 41 for the Board Policy Manual from TASB contains (LEGAL) and (LOCAL) policy changes. (LEGAL) policy changes should be reviewed. (LOCAL) policy changes, which are recommended by TASB Commuity College Services, must be added, revised, or deleted. See attachments for details regarding the updates.
