5.O. Approve Adoption of the Bluebonnet Learning Curriculum
Description:
This curriculum will be for English/Language Arts in grades K-5, Math in grades K-5, and Math in grades 6-8. The principals and Shauna met with teachers during PLC and had the curriculum provider provide an overview before making the decision to select the curriculum.

5.P. Approve Contract with Engage! Learning, LLC to Serve as the 2025-2026 LASO Cycle III Strong Foundations Implementation, Part C Grant TEA-Approved Provider
Description:
$50% of grant funds per instructional material must be utilized to contract with a TEA Approved Provider to ensure support with grant activities and implementation. Total grant is $600,000. $200,000 for Bluebonnet ELA K-5, $200,000 for Bluebonnet Math K-5, and $200,000 for Bluebonnet 6-8 Math.

5.Q. Approve Board Policy EFB (LOCAL): Instructional Resources/Library Materials
Description:
The recent legislative session created a law where parents can request to review library materials and can appeal to the district for any material they deem inappropriate. The law suggests that schools can create a School Library Advisory Council to review any appeals. We can opt out of this part of the law. I suggest we opt out and allow the campus administrators and I to review any appeals of library materials.

5.R. Approve Board Policy FNCE (LOCAL): Student Conduct - Personal Communication Devices/Electronic Devices
Description:
We will need to adjust and approve our "Cell Phone" policy as a result of HB 1481 that prohibits students from using electronic communication devices during the school day.

5.S. Opt Out of Allowing Participation by Homeschool Students in District UIL Activities
Description:
Senate Bill 401 requires districts to OPT OUT of allowing homeschool participation in district UIL activities. Homeschool students may participate in UIL activities at the school closest to the student’s residential address that does allow homeschool participation, if the school to which they are zoned OPTS OUT of homeschool participation. Schools that allow homeschool participation are not required to allow homeschool students from outside of their school district to participate in UIL activities for their schools. The law allows it but does not require it. Board Policy FD (LOCAL) already has the wording that we do not allow homeschool student participation in our UIL activities. We just need to officially have the board make that decision.

5.U. Approve Texas Regional Pathways Network (TRPN) Grant Expenditures
Description:
We received the TRPN grant in partnership with Post and Lorenzo to support our Healthcare Pathway. We are the fiscal agent for this grant, so we need to approve expenditures for the following:
Request approval to expend up to $45,000 for FCISD Grant Accountant salary as allowed by the 25-26 TRPN Cohort 5 CTE Perkins Reserve grant.
Request approval to expend up to $90,000 for 25-26 TRPN Cohort 5 CTE Perkins Reserve grant for Project Director (CEN) as required by grant program guidelines.
Request approval to expend up to $30,000 (total) ($15,000 for Lorenzo and $15,000 for Post) .10 FTE of designated grant Project Coordinator salary as allowed by the 25-26 TRPN Cohort 5 CTE Perkins Reserve grant.
Request approval to expend up to $45,000 to South Plains College for dual credit courses in the Diagnostic and Therapeutic Services Pathway as allowed by the 25-26 TRPN Cohort 5 CTE Perkins Reserve grant.

Extras within the budget:
1. $1 Meals: We pay about $25,000 per year to make up the difference. 2. Fall and Spring Incentives: $270,000 3. $50 extra per insured employee toward health insurance (State contribution is $75 and district required contribution is $225. We pay $275. About 87 or so of our employees are on our insurance.) |
