Consideration and action to adopt a Resolution to Approve an Engagement Letter with Leon Alcala, PLLC to Serve as Bond Counsel, a law firm with substantial experience serving as bond counsel and assisting with VATREs and other public finance matters; finding that such services are specialized and cannot be adequately performed by District personnel or other counsel and that a contingency fee contract is in the best interest of the District because no amount will b paid unless a transaction is complete.

H. Consideration and action authorize a Joint Election Agreement with Deaf Smith County for the November 4, 2025 Uniform Election Date
