II.1. PreK Classroom Location - 18-19
Description:
Following recommendations from FEH to relocate PreK to ground floor for safety reasons and parents suggesting the same it was the recommendation of the Superintendent to wait until a November referendum to either plan for a remodel, or if not passed, a plan for relocation next summer given summer school was currently in session. It was the Superintendent's understanding that as long as an idea was in place to move PreK either through a referendum or the following summer that the district would be in compliance with fire code in the interim.
Kevin of FEH Design returned a letter (attached) from the State Fire Marshall stating that a plan for a move does not address the issue of fire code entirely and being that the district was aware of not complying the District would be solely responsible. Kevin confirmed that Wisconsin had adopted the national laws referenced. The only viable options are to move second grade or the library upstairs and move PreK into one of either two spaces as swapping art and music with PreK is not an option (PreK and Kindergarten students would still be in the current PreK areas). Principal Renwick suggested the best course of action to be swapping the 2nd grade (Keri and Denise), and 4K classrooms as K and 1st cannot go upstairs. The problem with moving 2nd grade is there will not be private bathrooms for potty training and diapering EC students. Morgan Burris will have at least one student not potty trained, and there are many accidents in both EC and PreK that need a space to assist with changing. Given this, it was suggested that Jill McGuire and Bridget Beinborn, teachers in Kindergarten, move to first grade rooms so that PreK can utilize the bathroom that joins the two rooms. Another suggestion was to repurpose the old locker rooms or investigate slides out the windows of the PreK classrooms upstairs. If bathrooms need to be constructed the costs will likely exceed $5,000. The Superintendent recommends assuming the risk and resolving the matter through a referendum or, if not passed, address the move next summer. The Superintendent reached out to the district's insurance company who stated it is documented that the district knows the fire code and if the board chooses not to address the issue (regardless of having a plan) that liability may exist that could jeopardize insurance coverage. The insurance company apologized for the oversight in the original safety study but reaffirmed that this matter might not be covered if not addressed.
