Nexus Solutions is comprised of industry experts with more than 20 years of experience in capital planning, consensus building, project development, engineering, construction management, and commissioning. Their team draws from that wealth of knowledge to provide K-12 school districts, higher-learning facilities and other diverse organizations with sole-source accountability for building projects.
Having successfully developed facility improvements, Nexus will help Mineral Point to reduce costs while creating an optimal learning environment for years to come. Nexus presenters will share results of a comprehensive study of the district's facilities and report on a long-term facility plan along with a meeting timeline for further exploration by the board and community. |
II.2. Teachers College
Presenter:

Description:
For over thirty years, educators have come together at Teachers College for institutes on the teaching of reading and writing. Together, they study methods and plan curricula, revitalize their thinking, and most importantly, encourage their students to lead rich and literate lives.
The institutes feature keynote addresses by celebrated authors, world renowned teacher-educators, and other all-stars in the field of literacy and learning. Institutes include small and large group sections that are designed to help teachers, coaches and administrators establish vibrant, rigorous models of best practices. The institutes scaffold the Project’s work in schools. Each summer Teachers College offers two five-day institutes on the teaching of reading and two five-day institutes on the teaching of writing. The reading and writing institutes are taught back to back, first in June/July and then again in August. One teacher team attended the writing institute and shares with the board the learning that took place and action plans that follow. |

The National School Public Relations Association (NSPRA) is a professional organization dedicated to building support for education through responsible public relations that leads to success for all students.
The NSPRA National Seminar is the largest gathering of school communication professionals in North America, bringing together outstanding experts and practitioners in communication and leadership for four days of collaboration and learning. School public relations professionals and educational leaders must demonstrate accountability and student achievement in local schools like never before through public engagement. Joelle Doye received a scholarship to attend the National Seminar in Chicago, IL and shares her professional development with the board. |

Description:
The Pennsylvania Institute for Instructional Coaching defines an instructional coach as “someone whose chief professional responsibility is to bring evidence-based practices into classrooms by working with teachers and other school leaders.” Kimberly Diefenbach will share a brief overview of her role and responsibility associated with a shift to Instructional Coaching.

VII.1. Approval of Scope of Work (SoW) for Fiber from High School Elementary
Description:
A second phase to bring low cost/high bandwidth capacity to schools connects the high school to the elementary school through the district owned fiber. The following proposal would deliver a comprehensive study and request for proposal for point to point fiber connections between the high school and elementary school.
From Frank Livermore: Cost Estimation A cost projection for this build would be very sketchy at best without seeing what we are up against. I'll give you a high and low with the idea that it will be somewhere in-between. Because of the rock in that area it is extremely difficult to throw a number off the cuff. This is why my field work would be beneficial - to help narrow that number to something far more accurate. Often times a town with a lot of rock has many of it's utilities on poles. Power, CATV, Telephone, other fiber. This can result in pole that are simply full. Of course there are times when a bit of luck allows for a number of poles that are usable. Worst case is all solid rock at $75/ft with about 5,700' of bore. This comes to about $428k. The cost per foot would probably go down a bit due to the size of the project but to be safe, say $75/ft. In contrast, aerial costs from $8/ft up to maybe $12/ft. If we assumed $12/ft with all aerial we would be at $68k. Unfortunately it's difficult to know how much aerial can be used without exploring it further. On the upside, you can transition from aerial to underground as much as needed - there are no rules from a legal or technical angle that mandate anything in that regard. The same cable type is used. Existing Conduit/Pole Fees It is not common to find innerduct to use...and sometimes it is owned by a telecom that will not allow it to be used. If there is existing available and the entity is willing to allow it's use we could do that - there may be a recurring fee. An IRU would also be needed...I could help with that but I didn't include that in the quoted time. A final review by an attorney would be wise. Poles typically come with fees from the utility that owns it (usually power). Those fees vary greatly but I haven't seen any higher than $50/yr/pole. A couple of phone calls and e-mails would shed light on this (after field work is done so you know how many poles). Maintenance Repair and maintenance of the fiber and school owned innerduct would be the responsibility of the district. Existing innerduct maintenance would be determined by the agreement of the IRU. Often times the owner assumes responsibility because they don't want you messing with it. Poles would be maintained by the owner of the pole...part of what the fees are for. If your fiber needs to be moved from a pole to a new one there would be a need for the district to move it...the power company won't want to do that.

VII.2. Approval of Revenue Exemption
Description:
Be it resolved that the School District of Mineral Point is exercising its taxing authority under s.121.91 (4) (o), Wis Stats., on or before October 1st, to exceed the revenue limit on a non-recurring basis by an amount the district will spend on principal and interest payments for debt issued for energy efficiency measures in the school year 2016 through 2023.
The project is financed with a note for a term of ten (10) years. The remaining amount to be expended is: 2016-2017 $62,584 2017-2018 $66,325 2018-2019 $64,675 2019-2020 $63,025 2020-2021 $61,375 2021-2022 $64,650 2022-2023 $62,850 2023-2024 $65,975 The board has entered into a ten-year performance contract with Johnson Controls Incorporated for a project to purchase energy efficiency products that included: new heating and ventilating systems, exhaust fans, and control systems for HVAC and lighting.
