9.H. Staff Development Waiver
Description:
Pursuant to Texas Education Code (TEC) §25.081, Staff development waivers allow the district to train staff on various educational strategies designed to improve student performance. These days count as instructional minutes and the waiver permits the district to receive a maximum of 2,100 minutes for professional learning to occur in the instructional year that can be included towards the required total of 75,600 minutes per year.
The recommendation is that the Board of Trustees approve the request to apply for the waivers as described on the TEA Application for State Waivers. |
9.I. Update Broker-Dealer List
Description:
The attached list of broker dealers authorized to sell investment securities to the District is reviewed annually as required by the Public Funds Investment Act and by Board Policy CDA(LEGAL). These entities will be authorized to sell investment securities to the District.

9.J. CDA (Investments) Annual Review
Description:
Board Policy CDA(LOCAL) "Other Revenue: Investments" requires an annual review of CDA(LOCAL) as part of the Public Funds Investment Act requirements. After review, there are no recommended changes to the policy. While there are no changes to the policy, this report item will serve as documentation to the external audit firm that the requirement of annual review has occurred per CDA(LEGAL).

9.K. Capital Improvement Request: MIS/HPMS Turf
Description:
MIS/HPMS PTO would like to fund the installation of turf along the sides of the MIS/HPMS campus, specifically along High School Drive and Granada Avenue. The project is planned to begin in November 2025 and is expected to be completed by December 2025.

9.L. Capital Improvement Request: Boone Field Update - 9 Square
Description:
The Boone PTO would like to sponsor the addition of a 9-square game on the field. Work is scheduled to begin on September 1 and will be completed by September 30.

9.M. Plains Capital Banking Authorization
Description:
Plains Capital Bank requires certification of a resolution approved by the Highland Park Independent School District Board of Trustees authorizing Jacob Donnell to open and close accounts, sign account agreements, and sign contracts for account related services in Plains Capital Bank, Wealth Management & Trust Division.
The recommendation is that the Highland Park Independent School District Board of Trustees approves the signature authority on the district's behalf for Plains Capital Bank, Wealth Management & Trust Division.
