9.G. Order Appointing Election Officers and Authorizing Assistant Superintendent and/or the Director of Finance to Negotiate Contract for a Joint Election with Dallas County Elections Department
Description:
The joint election process is a Legislative mandate in an attempt to make the polling locations more accessible and convenient for voters. A draft contract with the Dallas County Elections Department is provided. Each entity in the contract may cancel their election under certain conditions, in which case the remaining entities absorb the remaining cost of conducting the election.
The recommendation is that the Highland Park Independent School District Board of Trustees approves the Order Authorizing the Assistant Superintendent for Business Services and/or the Director of Business Services to negotiate a Contract with Dallas County Elections Department for the HPISD Board of Trustees election on May 4, 2024.

9.H. Approve using the interlocal agreement/purchasing cooperative delivery method as providing the best value for the turf projects at Grassmere Field, Middle School Athletic Field, and Garry Weber Indoor Practice Facility.
Description:
Per results of the HPISD turf projects RFQ that closed on February 10, 2025, administration recommends procuring services with Paragon Sports Constructors using the cooperative delivery method. After final pricing for the projects is received and approved by administration, the projects and total price will be submitted to the Board for final approval.

Approve Paragon Sports Constructors as the contractor for the turf projects at Grassmere Field, Middle School Athletic Field, and Gary Weber Indoor Practice Facility, pursuant to the District's Request for Qualifications, and delegate authority to the Superintendent or his designee to negotiate a contract.
Description:
Administration recommends Paragon Sports Constructors (PSC) as the turf contractor that provides best value for the District. Four vendors submitted qualifications and each company was ranked based on submitted documents. PSC was the number one ranked vendor per the committee assigned to the ranking process.
