9.H. Capital Improvement: Hyer Elementary Turf
Description:
The Hyer Elementary PTA is proposing to fund the purchase and installation of synthetic field turf on the playfield area of the campus. The project will be funded entirely by the PTA, along with an annual commitment to fund basic field maintenance. Additionally, the PTA agrees to make annual donations to support the replacement of the field in 10-12 years.

9.I. Capital Improvement: Bradfield Shade Structure
Description:
Additional shade is needed on the large field for recess and events, which would allow 2-3 matching shade structures and benches. This project would be funded by the PTA and would take approximately 2 months to complete.

9.J. Capital Improvement: Girls Track & Field Locker Room Renovation
Description:
The Girls Track & Field program is requesting a renovation of their locker room to include flooring, plumbing, painting, floor mats, logo art, and new lockers. The project will be funded by the Girls Track & Field Booster Club.

9.K. Seay Tennis Center - Acoustic Panels Installation GMP
Description:
Administration recommends approval of the GMP from Lee Lewis for the project to add accoustical ceiling panels to improve accoustics for members, instructors, coaches, and student athletes. The total GMP, including Alternate #1, is $503,502. The project will be funded from the Seay Tennis Center Enterprise Fund Balance, and will have no impact on the District's General Operating Fund.

9.L. Final Change Order for High School Phase 2/3 Construction Project, Acceptance of Final Completion of Work, and Authorization of Final Payment Owned by the District in Morris County, Texas
Description:
The final change order is per review of the Whitley Penn HS Phase 2/3 construction audit with Lee Lewis Construction. The final cost of the project is $28,738,111, a savings of $585,576 versus the original GMP of $29,323,687. Per Board Policy CV(LOCAL), the District shall not make final payments for construction until the work has been completed and the Board has accepted the work.
The recommendation is that the Highland Park ISD Board of Trustees approves the final change order for the HS Phase 2/3 project, the acceptance of the final completion of work, and the authorization of final payment to Lee Lewis Construction.

9.M. Annual Out-of-District Tuition Rate
Description:
Starting with the 2022-2023 school year, HPISD began claiming Average Daily Attendance (ADA) for state formula funding purposes for tuition-paying transfer students and will also charge tuition to such eligible students at a rate that exceeds the sum the district benefits from state aid sources as provided by TEC Sec. 25.037. Including tuition-paying students as part of the District's ADA calculations will allow HPISD to recognize increased total revenues for transfer-paying students as defined in FDA(LOCAL). The proposed 2024-2025 tuition rate of $38.57 is an increase of $2.28 per day when compared to the rate for 2023-2024.
The recommendation is that the Highland Park Independent School District Board of Trustees approves the 2024-2025 Out-of-District tuition rate of $6,673 which is a daily rate of $38.57. |
9.N. Direct Energy-Utilities Contract
Description:
HPISD is currently contracted for electricity utilities services through June 2026. The Finance Committee met with the District provider, Direct Energy, a TASB partner, to determine the appropriate time to execute the District's next contract in an effort to secure the most favorable pricing from July 2026 and beyond. Administration is working with Direct Energy and needs to be prepared to execute a contract extension in a timely manner when prices warrant locking in. The recommendation from administration is that the Board authorizes the Superintendent and Assistant Superintendent for Business Services to negotiate and execute an extension of our energy contract through TASB/Direct Energy.

9.O. Authorize the Superintendent to Negotiate and Execute Agreement with NETX Acquisitions to Lease Mineral Rights in Morris County
Description:
The District recently conducted a bid process to lease mineral rights at property owned by the District in Morris County in Texas. NETX Acquistions was the only company to submit a bid, and their bid submission met the qualifications set forth in the bid specs.
The recommendation is that the Highland Park ISD Board of Trustees approves the authorization of the Superintendent to negotiate and execute the agreement with NETX Acquisitions to lease mineral rights in Morris County.

9.P. Instructional Materials Classification Survey
Description:
As required by Texas Education Code, Section 31.04, the Instructional Materials Certification Survey must be presented annually to the Board.
The eform certifies to the State Board of Education and the Commissioner of Education that students have access to instructional materials that cover all the Texas Essential Knowledge and Skills (TEKS) for each subject in the required curriculum other than physical education. The form must be approved by the Board and be submitted to the Texas Education Agency by May 1st prior to ordering new instructional materials for school year 2024-2025. The attached copy of the eform contains the following elements to be submitted to TEA: -Identifies instructional materials that will be used by the District in 2024-25 to cover 100% of the TEKS standards in the core classes of ELAR, math, social studies and *science in grades K-5, 6-8, and 9-12; -Informs TEA about additional resources used to provide students direct, systematic phonics instruction; and -Affirms the District has a technology filter to ensure that students accessing digital instructional materials are prevented from having access to obscene or harmful content. *Science materials are pending Board adoption in Proclamation 2024.
