Description:
Senate Bill 218 of the 77th Legislature (2001) authorized the implementation of a financial accountability rating system, which is officially referred to as School FIRST. The school district’s 2022-23 School FIRST rating is based upon an analysis of staff and student data reported for the 2021-2022 school year, and budgetary and actual financial data for the fiscal year ending August 31, 2022.
Administration has published notice of this public hearing in accordance with Title 19, TAC, Section 109.1005. For 2022-23, Highland Park ISD received an "A - Superior Achievement" rating with a score of 96/100 points demonstrating the quality of the District’s financial management and reporting system.

Description:
The recommendation is that the Highland Park Independent School District Board of Trustees approves the addition of an educational diagnostician.
Highland Park Independent School District is requesting the addition of an educational diagnostician that will be available to provide for additional district-wide evaluation assistance due to the increased number of requests for special education evaluation. Amendment to the 2023-2024 HPISD Budget increased Function 31 Guidance, Counseling and Evaluation Services by $48,000 for the remainder of the fiscal year.

11.J. Approve 2022-2023 Annual Comprehensive Financial Report
Description:
Texas public school districts are required to have financial audits conducted annually. The final audit each year is required to be approved by the Board of Trustees and then the audit is to be submitted to the Texas Education Agency.
The 2022-23 Annual Comprehensive Financial Report is attached. The district Finance Committee reviewed the 2022-23 ACFR in November and recommended the audit to the Board for approval.

11.K. Election of Suburban School District's Representative to DCAD Board of Directors
Description:
Every other year, Dallas Central Appraisal District conducts an election with its 16 school constituents (15 ISD’s and the Dallas County Community College) to select a representative to represent the Suburban School Districts on the DCAD Board of Directors. These elections are held in odd number years. The candidate receiving the majority of votes is elected for a two-year term.
Administration recommends the District vote for Ms. Cassandra Phillips to represent Suburban School districts on the DCAD Board of Directors. As the incumbent, Ms. Phillips has served in that capacity since 2020. Ms. Phillips is the sole candidate running for the open Board of Directors place.

11.L. Approve Pre-School Tuition for 2024-2025 School Year
Description:
Tuition-based pre-school rates continue to increase for public and private pre-school entities. Currently, HPISD charges $850/month for 10 months/year for a total of $8,500. The annual $8,500 per tuition-based student does not provide enough revenues to HPISD to cover the costs of salaries and supplies.
Administration proposes to increase the annual tuition for tuition-based pre-school students to $9,500. Parents/guardians will be provided opportunities to pay monthly, semi-annually or annually. The new rate will allow HPISD to provide needed services and supplies to the pre-school program without the program having to be supplemented by district general fund revenues. |
