2. Program Highlight - Teacher Incentive Allotment
Description:
The Teacher Incentive Allotment (TIA) elevates the education profession by providing districts with systems and funding to recruit promising new teachers, retain their best educators, and incentivize teaching in high-needs schools and hard-to-staff positions. Grounded in the Texas Education Code (TEC) §21.3521 (Local Optional Teacher Designation System) and §48.112 (Teacher Incentive Allotment), TIA is designed to provide lasting financial support for outstanding Texas teachers to remain in the classroom and enhance student outcomes.
Our vision is to elevate the education profession and improve student achievement through strategic district leadership planning and ongoing stakeholder engagement and data analysis that results in aligned and focused systems that reward highly effective teachers.

9. 2025-2026 Center Holiday Calendar
Description:
In an effort to ensure maximum availability of services for schools, the following calendar is proposed. The Center will be open 237 days. Board approval is requested for the attached 2025-2026 Holiday Calendar for Education Service Center, Region 20.

10. Locally Designated Nonbusiness Days
Description:
For purposes of complying with the Texas Public Information Act (PIA), House Bill 3033 of the 88th Regular Session of the Texas Legislature established that an ESC may designate up to ten nonbusiness days each calendar year during which the ESC’s administrative offices are closed or operating with minimum staffing. In the PIA, "business day" means a day other than a Saturday or Sunday, a national holiday, or a state holiday.
For fiscal year 2025-2026, ESC-20 proposes to designate the following dates that fall within calendar year 2025 and calendar year 2026:
