3. PUBLIC ADDRESS
Board Policy BED(LOCAL) sets out the requirements for Public Comments and Public Address portions of a meeting.  The Public Comment Portion of a meeting, involving non-agenda items, is only available at Regular Board Meetings, while the Public Address Portion involving posted open meeting agenda items, will be available at every Board Meeting.

There will be separate sign-in sheets for both types of public participation at Regular Meetings, and both must be filled out by no later than five (5) minutes before the scheduled start of a meeting.  If a person does not do so, they will not be permitted to participate.  Both types of sign-in sheets will be placed on a podium in the Professional Development Center located at 1908 Winans Road, San Antonio, Texas 78234.

At Special or Called Board Meetings, there will only be a sign-up sheet for addressing the Board about open meeting Agenda items, and this must be filled out by no later than five (5) minutes before the scheduled start of a meeting if a person wishes to address the Board on an open meeting Agenda item.

The Superintendent recommends adopting the Resolution Regarding Restatement of Qualified Retirement Plan 401(a) FICA  Alternative Plan as submitted.

11. RESOLUTION REGARDING RENEWAL OF DESIGNATION AS A DISTRICT OF INNOVATION
The Superintendent recommends adopting the Resolution to renew the Local Innovation Plan that was adopted in 2017 designating the District as a District of Innovation and that the revised plan will be posted on the District website for 30 days before a final vote of adoption.

12. CONSIDERATION AND POSSIBLE ACTION TO APPROVE ADDITIONAL STAFF POSITION
The Superintendent recommends approving the creation of the following additional staff position at Fort Sam Houston Elementary School:   Special Education Dyslexia Teacher Specialist.

13. 2022 MONTH OF THE MILITARY CHILD AND PURPLE UP! FOR MILITARY KIDS DAY PROCLAMATION
The Superintendent recommends adopting the 2022 Month of the Military Child and Purple Up! for Military Kids Day Proclamation as submitted.
