3. PUBLIC ADDRESS
Board Policy BED(LOCAL) sets out the requirements for Public Comments and Public Address portions of a meeting.  The Public Comment Portion of a meeting, involving non-agenda items, is only available at Regular Board Meetings, while the Public Address Portion involving posted open meeting agenda items, will be available at every Board Meeting.

There will be separate sign-in sheets for both types of public participation at Regular Meetings, and both must be filled out by no later than five (5) minutes before the scheduled start of a meeting.  If a person does not do so, they will not be permitted to participate.  Both types of sign-in sheets will be placed on a podium in the Professional Development Center located at 1908 Winans Road, San Antonio, Texas 78234.

At Special or Called Board Meetings, there will only be a sign-up sheet for addressing the Board about open meeting Agenda items, and this must be filled out by no later than five (5) minutes before the scheduled start of a meeting if a person wishes to address the Board on an open meeting Agenda item.

4. MINUTES OF THE BUDGET HEARING AND REGULAR BUSINESS MEETINGS OF JULY 29, 2021, AND THE SPECIAL TRAINING MEETING OF AUGUST 12, 2021
The Superintendent recommends approving the minutes of the Budget Hearing and Regular Business Meetings of July 29, 2021, and the Special Training Meeting of August 12, 2021, as submitted.

The Superintendent recommends approving the Final Budget Amendment for the 2020 - 2021 School Year as submitted.

9. GOVERNMENTAL ACCOUNTING STANDARDS BOARD (GASB) 54 FUND BALANCE RESOLUTION
The Superintendent recommends adopting the Governmental Accounting Standards Board 54 Fund Balance Resolution as submitted.

10. CONSIDERATION AND POSSIBLE ACTION TO APPROVE THE FINAL RANKING FOR THE SELECTION OF THE CONTRACTOR FOR THE ROBERT G. COLE MIDDLE / HIGH SCHOOL FENCE PROJECT
The Superintendent recommends approving the rankings for the selection of proposals for the Contractor for the Robert G. Cole Middle/High School Fence Project and authorizing the Superintendent to negotiate and execute the contract on behalf of the District.

11. CONSIDERATION AND POSSIBLE ACTION TO APPROVE RESOLUTION REGARDING ADDITIONAL COVID LEAVE FOR QUALIFYING EMPLOYEES 
The Superintendent recommends adopting the Resolution Regarding Additional COVID Leave for Qualifying Employees as submitted.

12. PUBLIC HEARING TO DISCUSS THE FORT SAM HOUSTON ISD INTERNET SAFETY PLAN FOR THE 2021 - 2022 SCHOOL YEAR

The Superintendent recommends approving the Fort Sam Houston ISD Internet Safety Plan for the 2021 - 2022 School Year as presented at the Public Hearing.

15. 2021 - 2022 FSHISD STUDENT CODE OF CONDUCT
The Superintendent recommends approving the 2021 - 2022 FSHISD Student Code of Conduct as submitted.

16. REQUEST FOR A WAIVER FROM THE TEXAS EDUCATION AGENCY LIMITING THE NUMBER OF FOREIGN EXCHANGE STUDENTS ADMITTED TO FORT SAM HOUSTON ISD AS PER TEXAS EDUCATION CODE TEC §25.001(E)
The Superintendent recommends approving the Foreign Exchange Student waiver limiting the number of Foreign Exchange Students Admitted to Fort Sam Houston ISD as per Texas Education Code TEC §25.001 (e) as submitted.

17. CONSIDERATION AND POSSIBLE ACTION TO APPROVE THE FORT SAM HOUSTON ELEMENTARY SCHOOL (FSHES) MAXIMUM CLASS SIZE WAIVER REQUEST FOR SELECTED CLASSES
The Superintendent recommends approving the submission of a Maximum Class Size Waiver to the Texas Education Agency for selected Kindergarten through Fourth Grade Classes at FSHES as submitted.

18. EXPEDITED WAIVER FOR STAFF DEVELOPMENT
The Superintendent recommends approving the Staff Development Minutes Waiver as submitted.

19. FORT SAM HOUSTON ISD-INITIATED POLICY REVISION
The Superintendent recommends approving the Fort Sam Houston ISD-initiated policy revision, affecting the following local policy:
